4th Quarterly HR/Admin Meeting of 2025 at Royal Group Phnom Penh Special Economic Zone

On 18 December 2025, the 4th Quarterly HR/Admin Meeting was held at the Royal Group Phnom Penh Special Economic Zone (RGPPSEZ). The meeting was attended by 33 participants representing various factories within the zone.
The meeting covered several key topics. These included a presentation on the Introduction to Fortified Rice by Ms. Din Seanglay from the United Nations World Food Programme (WFP). In addition, Ms. Sam Pisey from Royal Group Insurance shared updates regarding the transition from Camlife Insurance to Royal Group Insurance. The agenda also featured reminders on quotas and the work permit process for foreign workers through the FWCMS system, as well as a session on self-inspection in the SICMS, delivered by H.E. Pol Chandara from the Ministry of Labour and Vocational Training.

This quarterly meeting provided a valuable platform for participants to stay informed about current labor-related issues. It also encouraged collaboration and knowledge sharing among factory representatives, contributing to stronger HR and administrative practices within the zone. The meeting was a resounding success, and we look forward to hosting similar events in the future.

Royal Group Phnom Penh SEZ Plc. Donates USD 1 Million to Support Displaced Families

Phnom Penh, 17 December 2025 — In a gesture of compassion and solidarity, Royal Group Phnom Penh SEZ Plc. (PPSP) has donated USD 1,000,000 to support humanitarian relief efforts for civilians displaced by recent border tensions between Cambodia and Thailand.

Behind the figures are real human stories—families forced to leave their homes, elderly people in need of care, and children facing uncertainty and hardship. Moved by these realities, PPSP made this contribution with the sincere hope of easing suffering and helping restore dignity, safety, and hope to those affected.

Neak Oknha KITH Meng, the Chairman of PPSP, emphasized that the donation was made purely on humanitarian grounds. It reflects the company’s belief that, in times of difficulty, empathy and kindness must come before all else.

This contribution is part of a wider humanitarian effort by the Royal Group of Companies, which has committed a total of USD 4 million to support displaced communities during this challenging period.

Extraordinary General Meeting (EGM) of Royal Group Phnom Penh SEZ Plc.

During the EGM held on 16 December 2025, the following resolutions were passed and approved:

Resolution 1
To approve the Dividend Distribution for FY2024
A Dividend Distribution amounting to USD1,357,214 equivalent to approximately 76.06KHR per share was approved by the shareholders for distribution with the Record date 23 December 2025.
The payment date will be from 30 December 2025 to 8 January 2026.

Resolution 2
To approve the proposed Bonus Issue
The proposed Bonus Issue was approved by the shareholders.
Please see separate annexure for the detailed plan and explanation on the Bonus Issue.

Resolution 3
To approve the cancellation of the Treasury shares
The 355,353 shares held by the Company as Treasury shares was approved for cancellation in conjunction with the Bonus issue.

There being no other business, the EGM ended at 2.40 pm.

Royal Group Phnom Penh SEZ PLC (PPSP) participated in the Cambodia Stock Market Exhibition “My First STOCK 2025”, held from 28 to 30 November 2025 at Aeon Mall Phnom Penh. The event was organized by the Cambodia Securities Exchange (CSX), and aims to promote public understanding of the stock market and to encourage investment awareness.

This year’s event was honored by the presence of H.E. PEN Vutha, Under Secretary of State of the Ministry of Economy and Finance; H.E. SOU Socheat, Delegate of the Royal Government in Charge as Director General of SERC; and H.E. HONG Sok Hour, Royal Government Delegate in Charge as CEO of CSX. PPSP was represented by Mr. Fong Nee Wai, Chief Financial Officer, who attended the exhibition and other related activities.

During the event, PPSP was presented with three certifications from the Securities and Exchange Regulator of Cambodia (SERC) and the Cambodia Securities Exchange (CSX) in recognition of its strong corporate governance and also to the contribution of the securities sector namely:

RGPPSEZ Maintains Strong Performance Despite Border Conflict and Tariff Pressures

The Royal Group Phnom Penh Special Economic Zone (RGPPSEZ) was established in 2006 with the vision of creating a premier hub for manufacturers across diverse industries while generating significant employment opportunities for Cambodian people. Nearly 20 years later, we are proud to see how far the zone has come. Today, it is home to 91 manufacturing companies and 29 non-manufacturing ones from 15 nations, providing employment to 55,000 workers in high-value-added industries crucial to the nation’s growth. Among these 120 companies, we were able to attract 10 new companies from China, and 2 more from Japan to invest in our zone in 2025 alone.

RGPPSEZ reaffirms its strength and stability despite the recent Cambodia-Thai border conflict and the renewed U.S. tariff measures (19%) under President Trump’s administration. RGPPSEZ continues to stand as one of Cambodia’s most reliable industrial and investment hubs. Our zone’s solid infrastructure, strategic location, and proactive management have enabled uninterrupted production and logistics for our international tenants.

As of September 2025, our zone total export value is USD 1.5 billion; the figure is expected to exceed USD 2 billion at year end. Amid the difficult situations, from January to September 2025, our export value to Thailand is USD 145 million or 9.72%, and that to the U.S. is USD 423 million or 28.44%. Since the start of the border tension and the implementation of the new U.S. tariff, the export value to Thailand and the U.S. has not shown any significant drop. Whereas, the export value to other destinations combined reached its highest point in September.

Furthermore, from the onset of the border tensions in June up to the present in October, we have successfully recruited over 10,000 workers. This reflects our ongoing commitment to providing employment opportunities for Cambodian workers who have returned home from Thailand due to the recent conflict.

We extend our sincere appreciation to Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of the Kingdom of Cambodia, for his strong leadership in advancing the nation’s social and economic development, particularly within the industrial sector, and for his steadfast support toward the sustainable growth of RGPPSEZ.
