The Shippers Council of Eastern Africa (SCEA) is a business membership organization whose mandate is to advocate for an improved policy and trade environment, educate shippers on their rights and obligations in import and export trade, interpret government regulations and procedures, and provide a platform for sharing experiences through networking forums, and training and awareness workshops. Spe

cifically, the Council was formed to:
a) Promote the use of efficient port handling facilities, documentation and release of cargo within the shortest time possible. b) To ensure competitive cargo transportation costs in Kenya through sea, air and surface modes. SCEA is the only business association with expansive national, regional and international networks, which exclusively handles issues of transport and logistics. The Council is committed to making East Africa logistically competitive through its various programs and initiatives.
