【海上貨物のお客様　ご注意願います】

米国西海岸の港湾の労使交渉が急速に悪化し、米国西海岸の各港において荷役のスローダウンによる混雑、機能低下・停止が発生してきております。
　
　（経緯振り返り）
・今年6月末に期限切れとなった6年ごと更新の労使基本契約は、延長協議の結果にて暫定合意に達し、各項目について引き続き協議が行われてきました。
・労使双方から、協議中においても港湾の機能は通常通り維持されるとの協同声明が複数回発信されておりました。

（最近発生したこと）
・しかしながら11月初旬になり、組合側（ILWU）は北部のシアトル港・タコマ港にてコンテナヤードのクレーン操縦者の勤務を制限したり、安全上のクレームを必要以上に行うなど、荷役をスローダウンさせる行動を起こすようになりました。
・このスローダウンにより、港の混雑による機能低下が発生し、各船会社がコンテナの搬出入を制限したり、輸送サービスの一時停止、船の遅延など大きな影響が発生しております。
・下記の通り拡大が懸念されることより、事態を重く見た全米の商工団体やトラック組合が、オバマ大統領およびカリフォルニア州のブラウン知事に、2002年の港湾機能停止事例を引き合いに出して早急な対応を求める文書を提出しました。

（今後懸念されること）
・上記のスローダウンの動きは、最近になりロサンゼルス・ロングビーチ・オークランドなど南部・中部の港に拡大する様相をみせております。
・現在業者間では各港のターミナルや各船会社が様々な動き・対応をとってきているという情報が各種交わされております。
