Navi Mumbai International Airport is a proposed greenfield international airport, to be built in the Kopar-Panvel area of the Mumbai Metropolitan Region in India. City and Industrial Development Corporation (CIDCO) is the nodal agency for the project which will be built through public–private partnership (PPP) on a 'design, build, finance, operate and transfer' (DBFOT) basis. The airport project,

aimed at easing air traffic congestion at Mumbai's Chhatrapati Shivaji International Airport, has been delayed due to property disputes.[2] The airport covers an area of 2,320 hectares (9.0 sq mi) negotiated between the government and the project affected people (PAP) from five villages. CIDCO, however, floated a global request for qualification (RFQ) for the project on 5 February 2014.[3] The private sector partner will hold 74% equity in the airport with the Airports Authority of India (AAI) and CIDCO each holding 13%. The coastal land required is about 2,900 ha (7,200 acres) with 1,320 ha (3,300 acres) for the core airport activity and another 245 ha (610 acres) on Waghivali Island to be developed as Mangrove Park and will have two parallel runways each 3,800 m (12,467 ft) long.[1] It is to be located on National Highway 4B near Panvel, about 35 km (22 mi) from the existing Chhatrapati Shivaji International Airport. The airport will have a terminal area of 250,000 m2 (2,700,000 sq ft) and a cargo area of 100,000 m2 (1,100,000 sq ft) and handle 50–55 million passengers annually.[7] The site of airport is located in an area of 9.5 km2 (3.7 sq mi)

The new airport will cater to 35 million passengers by 2020, 55 million by 2025, and 90 million by 2030, according to CIDCO.[8]

CIDCO ASKS GVK GROUP TO DEMONSTRATE FINANCIAL CAPABILITY TO COMPLETE NAVI MUMBAI AIRPORT PROJECT

The Airport, which missed several deadlines in the past, is once again going to miss the deadline of December 2021 to begin operations. The nodal agency for the project City and Industrial Corporation Ltd. (CIDCO) and Ltd. (NMIAL), a company promoted by GVK group, are at loggerheads over issues such as handing over 100 per cent land to and financial closure of the project.

In a letter written by CIDCO to NIMAL on May 20, CIDCO had asked NIMAL to demonstrate its financial capability to go ahead with the project and complete it within the deadline.

The Authority has learned from the information available in public domain that GVK group (including Mumbai International Airport Ltd. - MIAL) is under tremendous financial stress and financial health of MIAL is adversely affected. The credit rating agencies have downgraded credit rating of the group. Such financial stress is causing insurmountable delay in infusion of equity in NMIAL and consequently development of the project. The proposed lenders of the project are in discussion with authority and they have conveyed authority that, present financial condition of promoters of NIMAL is a major hurdle in achieving financial closure of the project,” the letter written by CIDCO’s chief transportation and communication planner read.

MIAL, which is part of the GVK group, is a promoter of NMIAL. In NMIAL, while MIAL holds 74 per cent equity, 26 per cent equity is held by CIDCO.

In such a scenario, both MIAL and NIMAL must satisfy authority, and it is capable of required equity infusion in the project and also raise debt to complete the project, the letter said..

A senior CIDCO official who did not wanted to be named said, “The NIMAL is using delaying tactics and insisting on 100 per cent land to be handed over to them to start the project. CIDCO has already handed over 97 per cent land to NIMAL and NIMAL should able to start the work but so far, it has not taken any initiative. This has led us to believe whether NIMAL is in a position to start work or not.”

However, refuting CIDCO’s claim, an official from GVK group said, “Unlike other projects, for airport projects to start, possession of 100 per cent land is absolute necessary. Only then we can start fencing and afterwards, the work.”

When contacted, CIDCO’s joint MD Prashant Narnavare said, “We have still not received a response from GVK group. Once we receive response, will take appropriate decision.” The GVK group spokesman declined to comment saying that, “The communication between it and CIDCO is an internal matter and we won’t like to comment on it publically.”

The project which was conceived in 2003 has remained on the drawing board since then and has missed several deadlines. According to the original deadline, ther project was to be ready in 2011 and its cost was expected to be around Rs. 8,000 crore. Now, it has escalated to around Rs. 20,000 crore.

Once fully operational in 2030, the Navi Mumbai Airport is expected to handle 60 million passengers annually.
