This isn't rare. It's one of the most under-discussed risks in scrap and metal import — because it doesn't look like fraud. It looks like 'normal wastage.'
Here's how it usually plays out:
→ Transporter recommends 'their' CHA, often before the importer even asks
→ That CHA has no incentive to flag discrepancies — the transporter is his real client, not the importer
→ Weighment gaps get written off as handling loss, moisture loss, anything but theft
The fix is simple, but importers rarely think of it until they've already lost money:
✅ Choose your CHA independently — never let your transporter suggest one
✅ Insist on weighment slips at both origin and destination
✅ Work with someone who has nothing to gain from looking the other way
