THE CHANGING LANDSCAPE OF PORT REFORMS – A CONTEMPORARY REVIEW

—Dr Mohandas M. B.

Transportation cost, one of the momentous barriers of global trade, exhibits an incessant declining trend over time and today it is heavily relied and at the same time, exogenously determined by technological advancements as well as economies of scale. The global maritime logistics, one of the truly competitive industries, assimilated with international trade and economy, has been heralded as an integrated part of human activity throughout the history. It has continued to sail through a galaxy of unchartered technological and institutional transformations in the post-war period; among the notables are the frenetic growth of mechanised bulk movements, fast track containerisation of general cargoes, and open registry shipping which found fruitful in cost reduction and the opening up the global market. Faster, more reliable and cost-effective international transport services are one of the main features of economic globalisation. Today, seaborne trade is scaled to 10.7 billion tonnes, which was 2.6 billion tonnes in 1970. Since about 90 per cent of world trade is seaborne, the global shipping directly facilitates and supports the growth in trade, economic success and fortunes. Thus, maritime transport with ever growing inter and multimodalism remains the governing mode for global trade.

Regular container barge service between Cochin Port & Kottayam Port set to commence

The long-pending dream of introducing a regular container barge service between Cochin Port and Kottayam Port is set to soon become a reality. Such a service, via National Waterways-3 and National Waterways-9, will commence on March 8, 2019, informed an official release.

A meeting was convened by Mr A. V. Ramana, Chairman (i/c), Cochin Port Trust, on March 5 with officers from the Customs Department, representatives of Kottayam Port, IGTPL, shipping lines, Customs brokers and other stakeholders to finalise the arrangements for a regular container barge service.

"The barge service will help reduce carbon footprint and cost for first and last mile connectivity, thereby fulfilling the objective of the Sagarmala programme," Mr Ramana said, the release added.

V. O. Chidambaranar Port Trust plans to develop two container terminals

The V. O. Chidambaranar Port Trust plans to develop two container terminals at the port soon.

Speaking to reporters last week on the sidelines of a ‘Shipping Summit’ in which various stakeholders of the industry took part, the VOC Port Chairman, Mr T. K. Ramachandran, said that the port had seen an increase in container traffic while witnessing a downfall in bulk cargo traffic this year.

In order to meet its projected traffic, the port had recently sought expression of interest from container terminal operators and shipping lines for developing berth IX as its third container terminal on an own, operate and maintain (OOM) basis for a period of 20 years, it was pointed out.

Hike in import duty may not affect Indo-Pak cotton trade

While the withdrawal of Most Favoured Nation (MFN) status by India and the 200 per cent hike on goods imported from Islamabad has put an end to the import of cement from Islamabad, the export of ginned cotton and cotton yarn to the neighbouring country may remain impermeable of the current turmoil. A shortage in domestic output and the favourable cotton market provided by India will keep Pakistan a key buyer of Indian cotton.

"Cotton export is unaffected so far and we don’t expect Pakistan to pose hurdles as their cotton industry requires raw material from India. India is the most accessible and price-lucrative market for them," Mr Atul Ganatra, President of the Cotton Association of India, informed. He said that Pakistan is expected to import around one million bales of cotton from India in the current financial year.
