The Hon’ble Transport Minister, Government of Rajasthan
Subject: Request for Online Settlement Facility for ODC E-Challans and Prevention of Harassment to Transporters
Respected Sir,
We are a transport company and an approved vendor of Bharat Heavy Electricals Limited (BHEL), engaged in transportation of Over Dimensional Cargo (ODC) and heavy equipment across India.
In most states, challans issued under Section 194A or other provisions can be paid online immediately through the e-Challan system. However, in Rajasthan, certain ODC-related challans are being marked as non-compoundable and referred to court adjudication, causing serious operational difficulties to transporters.
Recently, one of our vehicles received Challan No. RJ279794260916215049 dated 16.09.2026 issued by DTO Dholpur for ODC load projection, where the penalty amount is shown as zero and the matter has been referred to court adjudication. The challan states that it is a non-compoundable challan subject to court proceedings.
This system creates practical difficulties because:
Vehicle owners and transporters from South India and other distant states have to travel to Rajasthan courts for settlement.
Considerable time, travel expenses, and manpower are involved.
Vehicles remain delayed, affecting industrial supply chains and government projects.
Drivers and transporters sometimes face pressure at checking points to make unofficial spot payments to avoid court proceedings. We request the Government to investigate such practices and ensure transparent enforcement.
We respectfully request the Government to consider issuing suitable instructions to the Transport Department for:
• Providing an online payment/compounding facility for ODC-related challans wherever legally permissible.
• Establishing a transparent digital mechanism for challan settlement.
• Issuing clear guidelines to enforcement authorities to avoid unnecessary hardship to transporters.
• Creating a uniform system across all states for handling ODC transport violations.
Transporters play an important role in supporting industries, power projects, and national infrastructure development. A transparent and practical challan settlement mechanism will greatly help transport operators across India.
We request your kind intervention in this matter and look forward to a positive response.
Thanking you.
Thanks & regards
