Every school day, commercial bus and coach operators transport more than 181,000 children safely to and from school, providing approximately 95% of all buses deployed in the School Transport Scheme.

School transport is one of the State's most important public services, and Budget 2027 must ensure the operators delivering it have sustainable funding to continue serving families across Ireland.

This year, in Budget 2027, we call on the Government to:

✅Introduce a School Transport Contracts Compensation Scheme
✅Increase the budget allocation for school transport to account for the increase in demand
✅Index school transport contract payments annually to the consumer price index to account for inflation
✅Introduce a fuel variation clause to protect operators from exceptional movements in diesel prices for school transport contracts

Today, the CTTC launched its Pre-Budget 2027 Submission, setting out practical measures to strengthen Ireland's commercial bus and coach sector.

Our members keep Ireland moving every day, delivering school transport, connecting rural communities, supporting tourism and helping achieve Ireland's climate ambitions.

This year, we're asking the Government to support a sustainable, competitive and fair Coach and Bus Sector.

Our priorities for Budget 2027 are clear:
🚌 Sustainable school transport
⚖️ Fair funding across public transport
♻️ Support for fleet renewal
🌱 A practical pathway to decarbonisation

The Government has today approved the publication of the Dublin Airport (Passenger Capacity) Bill 2026, with a stated ambition to enact the legislation before the Dáil's summer recess in July.

Dublin Airport is a vital gateway for tourism, trade, investment and jobs, connecting Ireland with international markets and supporting communities across the country.

Coach and bus services play a key role in connecting passengers with towns, cities and tourism destinations throughout Ireland, helping to support regional economies while providing a sustainable alternative to private car travel.

We look forward to engaging with the Government and stakeholders as the Bill progresses through the Oireachtas.

We are pleased to announce that the CTTC has been appointed as a nominating body for Seanad Éireann.

This important development ensures that the voice of Ireland’s coach tourism and passenger transport sector is represented at a national level. It reflects the vital role our industry plays in supporting connectivity, tourism, and economic growth across the country.

As a nominating body, the CTTC will contribute to the democratic process by putting forward candidates who understand the challenges and opportunities within our sector, helping to shape informed policy and future development.

We look forward to engaging with our members and stakeholders ahead of the next Seanad elections.

The CTTC welcomes the announcement that the Road Transporters Support Scheme (RTSS) will open for applications today, May 20th, at 12:00 p.m. and will remain open until Friday June 12th.



The portal for applications will be accessible from the Department of Transport’s website, www.gov.ie/transport, with full eligibility criteria, terms and conditions, and information on State Aid rules to be published at the same time.



We thank Tánaiste, Simon Harris TD, Minister Darragh O'Brien TD, Minister Sean Canney TD, and officials in the Department of Transport for their continued engagement and efforts.

The CTTC welcomes the Government’s introduction of targeted fuel supports under the Road Transporters Support Scheme (RTSS) for bus and coach operators. With fuel costs placing significant pressure on the sector, this support - particularly the graduated structure benefiting smaller and regional operators - is a vital step in helping services remain viable.

Combined with continued supports for TFI Local Link and school transport contracts, these measures will help ensure essential connectivity for communities, workers, and students across Ireland.

We look forward to continued engagement with Government, including Simon Harris, Minister Darragh O'Brien TD, and Minister Sean Canney, TD, to ensure effective delivery of these supports and ongoing stability for the sector.

As the leading bus and coach representative body in Ireland, the Coach Tourism and Transport Council of Ireland is not involved in, and is not party to, any proposed strike action by bus and coach operators referenced in media reports in the last few days.

The CTTC’s agreed position is to continue to engage in a constructive and focused way with the key decision-makers responsible for these issues, including the Minister for Transport and Government officials, who we are meeting with today.

We believe it is important that the sector’s concerns continue to be addressed through structured dialogue with those in a position to make decisions, and that remains the basis on which the CTTC will continue to operate so we can continue to secure practical supports and solutions for members.

The CTTC welcomes the Government’s substantial support package for the bus and coach sector, announced this weekend.

The Government’s acknowledgement of the commercial bus and coach sector as a vital part of Ireland’s public transport and tourism infrastructure is very welcome.

⛽ Further reduction in excise duty on diesel
🚌 Introduction of the Road Transport Operators Support Scheme
💶 Direct payments to coach operators, including a backdated payment for March 2026
📈 Commitment to provide additional support if diesel prices exceed €1.90 per litre
🚍 New fuel variation support mechanism for bus operators delivering Local Link and school transport services

Commercial bus and coach operators across the country have been under major strain, and these measures are an important recognition of the challenges facing the sector.

These supports will make a real difference, and we look forward to continuing to engage with Government to ensure the sector gets the assistance it needs in the weeks and months ahead.
