2000年香港規劃師學會（HKIP）和香港運輸物流學會（CILTHK）首先提倡《為市民創建更美好的地方: 德輔道行人專用區》方案。
2014年《德輔道中行人專區專題研究報告》，建議將畢打街至摩利臣街之間的區域改劃為綠化電車及行人區，以改善中環空氣質素與環境。
2015年，多個環組織成立德輔道中聯盟，並向城規會遞交改劃土地用途的申請，建議將德輔道中改劃為休憩用地(Open Space)和環保交通工具專用區。
我們未來將設立資訊中心，營運日後工作，包括研究、設計、舉辦工作坊、步行團等公眾活動，短期目標包括申請開放德輔道中一段於週日及公眾假期為臨時行人專用區等。我們希望透過交通路線重組，將中區核心地帶回歸行人、釋放公共空間。

In 2000, the Hong Kong Institute of Planners (HKIP) and the
Chartered Institute of Transport (CILTHK) promoted a scheme “Creating a Better Place for People: Des Voeux Road (DVRC) Pedestrian Precinct.”
In 2014, the proposal is updated. “Proposed Tram & Pedestrian Precinct in Des Voeux Road Central” set out how DVRC, between Pedder Street and Morrison Street, could become a green “tram and pedestrian precinct”. In 2015, the DVRC Initiative is formed with the support of a number of NGOs in Hong Kong. As a counterproposal to remove the tramway to make way for more traffic, we submitted an application to the Town Planning Board to rezone DVRC to open space with environmentally friendly public transport. The comments gathered from this public engagement exercise enabled us to better understand the issues and concerns of local stakeholders and start addressing them in a holistic manner. Walk DVRC will now be carried out by Walk DVRC Ltd to make DVRC more walkable and vibrant. We will set up a resource centre to facilitate the research and design work and for liaison among stakeholders, government and community. We aim to create a CBD 'for the people'.
