The move from Chief to CDS has already started, however in March 2023, we will stop using Chief for your export entries out of the UK, so we need to make sure you are all ready!
There are several small things you need to tick off to make sure we can act on your behalf and complete your export entries from March 2023 without delays.
• Register for an EORI number if you haven’t already
• Register for a Government Gateway ID
• Obtain your Unique Taxpayer Reference number
• Register for CDS, so that your we can submit on your behalf from March 2023 this can be done directly here: https://www.gov.uk/guidance/get-access-to-the-customs-declaration-service
What is CDS?
CDS stands for the Customs Declaration Service, the electronic systems for making customs declarations. In March 2023, CDS will completely replace the UK’s Customs Handling of Import and Export Freight system, known as CHIEF for export declarations out of the UK.
Exporters will need to use CDS from 31st March 2023. At that deadline, CHIEF will close, and only CDS will be available for customs declarations. So, all importers and exporters will have to use the CDS system.
This deadline has been set to achieve the UK government’s 2025 border strategy, meaning that all businesses that import to or export from the UK must make sure they are ready for the switch.
What is the difference between CDS and CHIEF?
Both CHIEF and CDS are customs electronic systems, with CDS being the updated version of CHIEF.
CDS does require GFS to input more data. Some fields which may previously have been one box to fill in on Chief are now split out into two or three on CDS. Where CHIEF previously required 68 boxes for imports and 45 for exports, CDS might require up to 76 boxes for imports, or 65 for exports. So, we may take a little longer to process your export entries from March 2023.
The UK government’s strategy for 2025 is to have a single window for international trade, and the move from CHIEF to CDS will be essential to the long-term flow of trade. The system has the flexibility and resilience to accommodate future improvements and aligns with the government’s goal for a digitised border, meaning that the UK is better set up for trade going forward.
