Last night President Donald J. Trump signed an Executive Order removing duty free De minimis treatment for low-value shipments into the USA to take effect from August 29th 2025.

Goods valued at or under $800 and that would otherwise qualify for the de minimis exemption will be subject to all applicable duties.

To all our book customers there is absolutely nothing to worry about as there are no changes for you following this announcement.

Liberty Express already has the systems and solutions in place ready for these changes as we commercially clear and settle all duties payable upon receipt into the USA. from August 29th 2025 following the announcement overnight to remove the De Minimis Exemption for shipments

For customers sending through the international postal system, packages will instead be assessed duties according to one of the following methodologies:

Specific duty: A duty ranging from $80 per item to $200 per item, depending on the effective IEEPA tariff rate applicable to the country of origin of the product. This specific duty methodology will be available for six months, after which all applicable shipments must comply with the ad valorem duty methodology.

Ad valorem duty: A duty equal to the effective tariff rate imposed under the International Emergency Economic Powers Act (IEEPA) that is applicable to the country of origin of the product. This duty shall be assessed on the value of each package.

The challenge items going through postal clearance seem to have is that the carrier (e.g., The postal authority or their contracted airline) may have the responsibility to collect the duty (flat or ad valorem) before export and then remit it to CBP directly. This is why the specific duty is available for 6 months to enable time for a solution.

Last night, President Trump announced that the de minimis exemption (which allows low-value imports under $800 to enter the U.S. duty-free) will remain for now in the UK, but could be removed once a new system is in place to charge duty.

What does this mean for businesses and consumers?

🔹 If you rely on small parcel imports, there are no immediate changes, but potential duty charges could be coming.

🔹 The U.S. is aiming to tighten trade regulations, especially on low-cost imports.

🔹 Future tariff policies could impact pricing and supply chains.

🔴 Key Change: Starting May 2 2025, the de minimis exemption will be removed for shipments from China and Hong Kong, immediately effective.

This means:
🔹 All Chinese and Hong Kong imports, regardless of value, will now be subject to duties and tariffs.

🔹 E-commerce businesses using Chinese suppliers (e.g., Shein, Temu, and Alibaba) will face higher costs.

🔹 Consumers may see price increases and longer delivery times for direct-from-China purchases.
