New PHMSA hazmat rules go into effect September 3, 2026

PHMSA just finalized 16 rules under the HM-268 package, and while most of it is deregulatory cleanup, 4 changes will directly affect daily operations for hazmat carriers:

Smaller limited quantity labels now allowed
No more separate permits for discharging while packaging stays mounted on the vehicle
Cylinder requalification intervals extended from 5 to 10 years (with conditions)
New documentation requirement for empty residue IBCs

Trucking needs more women behind the wheel, and Canada's industry is stepping up to make that happen

Why now is a good time to consider a career in trucking

Trucking has long been one of Canada's most male-dominated industries, but that's genuinely starting to shift.

The number of female truck drivers in Canada rose 43% between 2016 and 2021, and women employed across trucking and logistics broadly grew by 27% in that same window, adding more than 26,000 women to the sector.

Progress, yes, but there's still real room to grow: women make up about 16.4% of Canadian jobs across trucking, logistics, and warehousing, yet still hold just over 4% of driving positions specifically.

The industry knows this and is actively trying to close the gap.

Trucking HR Canada's Women with Drive initiative works directly with employers on gender equity, inclusivity, safety, and empowerment, while groups like the Women's Trucking Federation of Canada run mentorship and networking programs built specifically for women entering the field.

If you're a woman considering trucking, or a fleet trying to figure out how to attract more women drivers, the momentum shows that is a good moment to look into it. The programs, funding, and industry support exist. What's needed now is more people, and more companies, actually using them.

Cylinder requalification just doubled from 5 years to 10.

If your fleet runs gas cylinders, propane bundles, or similar pressure vessels, this is one of the more useful changes buried in PHMSA's HM-268 package. DOT specification 3A and 3AA cylinders in flammable and non-flammable, non-poisonous gas service can now go 10 years between requalifications instead of 5.

But cylinders only qualify for the extended interval if they're tested using ultrasonic examination or hydrostatic testing. Not every requalification provider uses those methods by default, so it's worth a quick call to confirm before you assume you're covered. And if your internal tracking still runs on the old 5-year clock, cylinders could get pulled for testing years early out of habit, which defeats the whole point of the change.

New PHMSA Hazmat Rules Take Effect September 3

If you haul limited quantities, cylinders, or empty IBCs, you should know this.

PHMSA's HM-268 package brings real changes to daily operations, including a longer requalification window for gas cylinders, updated LQ label requirements, and new documentation needed for residue IBCs headed back for reconditioning.

Alberta just shut down 20 unsafe trucking companies, including 13 that reopened under new names after being banned elsewhere. Regulators say it's a huge loophole.

13 of the 20 were "chameleon carriers," operations that get shut down in one province only to resurface in another, often with a slightly tweaked name and the same trucks.

One of them, a company that had its Manitoba safety permit revoked in 2021 for serious compliance failures, simply re-registered in Alberta the following year and kept driving.

The problem isn't unique to one company. Alberta also blocked 40 chameleon carriers from getting certified through document checks alone, and shut down five trucking schools accused of fraud.

Regulators say the real issue is fractured oversight: provinces don't share enough data on carriers, owners, or vehicle assets to catch companies hopping borders after being banned. Manitoba's transport minister says her province has revoked seven carriers' safety certificates recently, with no reliable way to track where they resurface next.

A national carrier database is now in the works through Canada's provincial/territorial/federal transport council — something officials say is long overdue.

"How do you lock down that chameleon carrier? It's not a simple thing at the moment," says the head of the Alberta Motor Transport Association.
