ICAO - International Civil Aviation Organization ICAO is a specialized UN agency where governments cooperate on international aviation standards and planning ICAO is not a regulator.

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944). Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and en

dorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate. Once governments achieve diplomatic consensus around a new standard’s scope and details, it is then adopted by those same 193 countries in order to bring worldwide alignment to their national regulations, helping to realize safe, secure and sustainable air operations on a truly global basis. ICAO standards contain never supersede the primacy of national regulatory requirements. It is always the local, national regulations which are enforced in, and by, sovereign states, and which must be legally adhered to by air operators making use of applicable airspace and airports. In addition to these core diplomatic and research capabilities, ICAO also conducts educational outreach, develops coalitions, and conducts auditing, training, and capacity building activities worldwide per the needs and priorities governments identify and formalize. Tomorrow's aviation leaders are stepping into the world of international diplomacy today! ✈️

Model ICAO kicked off today at our Headquarters in Montréal, bringing together more than 200 students from around the world for a unique simulation of the work that shapes global civil aviation.

Through this academic simulation, delegates represent Member States and international stakeholders, engage in multilateral negotiations, and develop practical skills in diplomacy, international aviation governance, and consensus-building.

Students were warmly welcomed by ICAO Council President Toshiyuki Onuma and several Council Representatives at the opening luncheon hosted by the EU Delegation to ICAO, providing an opportunity to engage directly with aviation leaders and learn from their experiences in international civil aviation and multilateral cooperation.

We're proud to mark an important milestone with the validation delivery of ICAO's new course on the Implementation of ICAO Language Proficiency Requirements. This course is a critical step in strengthening aviation safety by addressing the practicalities of overseeing English language proficiency.

Designed for inspectors, Civil Aviation Authority personnel, language proficiency specialists, and professionals involved in training, assessment, and compliance activities, the course builds the competencies needed to oversee and support language proficiency implementation.

Aligned with ICAO Annex 1 (Personnel Licensing) and related guidance material, including Doc 9835 and Doc 10197, participants will learn to:
◾ Identify provisions related to the oversight of language proficiency implementation
◾ Apply oversight principles and guidelines in practical contexts

Supporting States in ensuring standardized, consistent, and effective implementation of English language proficiency requirements remains a priority — and this course contributes directly to that effort.

That's a wrap on ICAO Aviation Climate Week 2026! 🙌

Held under the theme "One Global Path: Advancing Net-Zero Aviation," the event brought together more than 500 participants from governments, industry, financial institutions, and international organizations. Throughout the week, discussions reinforced a shared understanding: while pathways to achieving may differ, global efforts must remain harmonized and coordinated through ICAO.

Thank you to all speakers, participants, and partners for your contributions, insights, and engagement throughout the week at ICAO HQ in Montréal.
