Major Update and changes for International Students: 2025 Allocations Announced
Canada has set the 2025 cap for study permits at 437,000, a 10% reduction from 2024. This adjustment builds on last year’s changes, which helped ease pressure on housing, healthcare, and other services, reducing international student numbers by about 40%. PAL/TAL requirements now apply to master’s, doctoral, and most in-Canada applicants, ensuring fair distribution across provinces and territories.
Graduate students have reserved spaces under this cap, and exchange students remain exempt to preserve Canada’s global education agreements. Ontario leads in allocations with 181,590 permits, followed by Quebec at 162,742 and British Columbia with 76,087.
