🇨🇦🎓 CALGARY INTERNATIONAL STUDENT PROTEST: WHAT HAPPENED — AND WHAT CAN STUDENTS DO?

Hundreds of international graduates, many of them Indian students, have been affected by refusals of their Post-Graduation Work Permit (PGWP) applications in Alberta.

Students involved in the Calgary protest say they completed their studies, paid significant tuition fees, and believed their programs would qualify them for a PGWP. Some reports indicate students paid approximately $32,000 for two-year programs connected with Portage College and partner institutions. (Indian Express)

⚠️ THE MAIN ISSUE

IRCC states that completing a program at a Canadian Designated Learning Institution does not automatically guarantee PGWP eligibility.

Under current IRCC eligibility rules, students who completed a non-credit program of study are generally not eligible for a PGWP, except for certain flight-school programs. (Canada)

Affected students argue that they enrolled and completed their programs believing they were PGWP-eligible and are asking for their cases to be reviewed. Reports have also described concerns about different outcomes among graduates from similar programs. (Immigration News Canada)

✅ WHAT CAN AN AFFECTED STUDENT DO?

Every refusal should be reviewed individually.

✔️ Read the exact reasons in your IRCC refusal letter
✔️ Confirm whether your school and your specific program were PGWP-eligible
✔️ Keep your Letter of Acceptance, transcripts, tuition receipts, program information and communications from the school
✔️ Check whether IRCC may have made an error in assessing your application
✔️ Determine whether reconsideration, restoration, another work permit option or legal review may be available
✔️ Speak with a Regulated Canadian Immigration Consultant (RCIC) or Canadian immigration lawyer before taking action

📌 FOR FUTURE INTERNATIONAL STUDENTS:

Being accepted by a Canadian school is not enough.

Before paying thousands of dollars in tuition, verify:

🔎 Is the institution a DLI?
🔎 Is the specific program PGWP-eligible?
🔎 Is it a credit-bearing program?
🔎 Does it meet current field-of-study and language requirements, where applicable?
🔎 What immigration options will actually be available after graduation?

🚨 DON’T RELY ONLY ON AN AGENT, RECRUITER OR SCHOOL PROMISE. VERIFY YOUR IMMIGRATION ELIGIBILITY BEFORE YOU ENROL.

🚨 Important Changes to Canada Immigration Rules in 2025 🚨

Planning to study, work, or settle in Canada? Here’s a detailed breakdown of the recent updates announced for 2025:

📝 International Student Program Updates:
🔹 Study Permit Cap:
The number of study permits issued will be reduced to 437,000 for 2025 and 2026, down from the 2024 target of 485,000. This cap includes master’s and doctoral students, who must now submit a provincial or territorial attestation letter.

🔹 Post-Graduation Work Permits (PGWP):
Graduates from public colleges will remain eligible for PGWPs of up to 3 years only if their field of study is linked to occupations experiencing long-term shortages.

🔹 English Proficiency for PGWP Applicants:
• University graduates: Minimum CLB 7
• College graduates: Minimum CLB 5

🔹 Off-Campus Work:
Eligible students can work up to 24 hours per week off-campus without a work permit. Reminder: Work is allowed only after your program starts.

❤️ Spousal Open Work Permits:
🔸 Spouses of international master’s students will qualify for a work permit only if the study program is 16 months or longer.
🔸 Spouses of foreign workers will qualify for their own work permits only if the principal applicant (PGWP holder) works in a high-skill or high-demand sector (e.g., management or sectors with labor shortages).

🚦 Flagpoling Restrictions:
🔸 Work and study permits will no longer be issued to applicants “flagpoling” (processing applications at a port of entry).

📊 Permanent Resident (PR) Targets:
🔹 2025: 395,000 (down from 500,000)
🔹 2026: 380,000
🔹 2027: 365,000

🌐 Non-Permanent Residents (NPRs):
🔸 The NPR population will be reduced to 5% of the total population (from the current 6.5%).
🔸 Reduction goals: 445,000 fewer NPRs in both 2025 and 2026, with a slight increase in 2027.

🏠 “In-Canada Focus” for PR Status:
🔹 Over 40% of PRs in 2025 will be granted to those already living in Canada as NPRs.
🔹 8.5% of PRs will be French speakers living outside Quebec.

🇨🇦 Quebec Immigration Goals:
🔸 80% of immigrants admitted to Quebec in 2025 will be French speakers.

🛂 Changes to Short-Term Visas:
🔹 The 10-year, multiple-entry visitor visa will no longer be standard. Decisions will now be made case-by-case by visa officers.
🔹 Visitors must leave Canada before applying for a work permit.

💼 LMIA Points:
🔸 Starting this spring, Express Entry candidates will no longer receive additional points for having a job offer.

These changes reflect Canada’s evolving immigration strategy. Plan ahead and stay informed!

CANADA NEWS ALERT!! 🇨🇦🇨🇦

Alberta has introduced a temporary public policy that provides 2-year open work permits to certain Provincial Nominee Program (PNP) applicants in the Alberta Opportunity Stream and Rural Renewal Stream. This policy is aimed at nominees who are awaiting a decision on their applications, allowing them to maintain employment and remain in Canada during this period.

Eligibility Criteria:

1. Pending Decision on Nomination: The applicant must have been awaiting a decision on their nomination application as of August 26, 2024.
2. Work Permit Validity: The applicant should have held a valid work permit expiring between May 7 and December 31, 2024, or previously held a work permit that expired between May 7 and August 26, 2024.
3. Job Offer Requirement: Applicants need a valid job offer in Alberta and must meet minimum eligibility requirements for their specific stream.
4. Restoration of Status: For those whose work permits have expired, they must demonstrate they have either maintained status or qualify for status restoration.

Process:

Eligible applicants do not need to apply directly for this initiative. Instead, the Alberta Advantage Immigration Program (AAIP) will assess applicants and directly contact those who qualify. Once contacted, nominees will receive a letter of support to apply for an open work permit with Immigration, Refugees and Citizenship Canada (IRCC), enabling them to continue working in Alberta for up to two years.

This policy provides stability for nominees by ensuring that they can continue to work while awaiting final decisions on their immigration status, which are expected by 2025. This measure also prioritizes Alberta’s workforce needs, as it supports nominees in contributing to the local economy during this period.

For more details, you may want to consult sources like Alberta’s official AAIP page or reputable immigration consultancies .

CANADA NEWS UPDATE!!

Canada has recently discontinued the Student Direct Stream (SDS), which was a popular option for international students to expedite their study permits. This unexpected decision affects students from countries like India, China, and Pakistan who previously benefited from quicker processing times under SDS. Applications submitted before the November 8 cutoff will still be processed under the previous SDS guidelines. This change coincides with ongoing diplomatic tensions between Canada and India, though Canada’s government remains committed to equal access for all international students moving forward.

Canada’s Update:

Canada has recently updated its visa policies, moving away from the routine issuance of 10-year multiple-entry visitor visas. Under the new guidelines from Immigration, Refugees and Citizenship Canada (IRCC), officers now have more flexibility to grant either single-entry or multiple-entry visas based on individual assessments. This change means that the maximum 10-year multiple-entry visa is no longer standard; instead, officers may issue visas with shorter validity periods based on the applicant’s specific needs and circumstances.

The updated approach aims to address Canada’s infrastructure and housing pressures, as well as rising living costs. This adjustment is part of a broader immigration policy shift, with a reduction in permanent residency targets also recently announced to manage immigration levels in line with Canada’s infrastructure capacity.

These changes could lead to more frequent visa applications for those who previously relied on longer-term multiple-entry visas for repeated visits. The application fee, however, remains CAD 100, regardless of visa type or validity period.
