Would fine carriers **$25,000 per offense** for knowingly using unqualified drivers ($100,000 if it causes injury or death), require FMCSA-approved English proficiency testing before a CDL/CLP is issued or renewed, and fine up to $100,000/day per vehicle for cabotage violations.
