Why do some airlines carry passengers… but refuse cargo?

The reason is not the aircraft. And it is not the capacity.

The reason lies in rules that have governed international air transport since 1944.

These rules originate from the Chicago Convention on International Civil Aviation, signed by 52 countries. This document laid the foundations of modern international aviation.

In practice, these principles are known as the “Freedoms of the Air.” They define the commercial rights that determine where airlines can fly and what types of transport they are allowed to perform.

A curious fact: In aviation, nine “freedoms of the air” are defined, but in practice the first five are the most commonly used.

Among them, the most relevant for international transport are:

✈️ 3rd Freedom – the right to carry passengers and/or cargo from an airline’s home country to another country
✈️ 4th Freedom – the right to carry passengers and/or cargo back to the airline’s home country
✈️ 5th Freedom – the right to carry passengers and/or cargo between two foreign countries as part of a longer international route

Without these rights, an aircraft may land in a country, but it may not always be allowed to accept cargo for transport there.

Whether an airline can carry passengers and cargo, passengers only, or cargo only is explicitly defined in the agreements between states.

This is one of the reasons why we sometimes see flights that carry passengers but do not accept cargo.

It may sound a bit like aviation geography, but these rules are exactly what determine how goods move around the world.

The more often you go to bed thinking “Why did I even get myself into this?”, the greater the satisfaction when the project is finally completed. Successfully. ✅

Рroject cargo is never just about moving cargo.
It requires planning, negotiations, identifying potential breaking points, preparation, and coordination.
Hundreds of details and decisions — ones a freight forwarder must be ready to handle at every stage and across the entire supply chain.

📦 A few figures that show the scale of the project successfully completed by SBA Bulgaria after 3 months of preparation:

Bulk vessel carrying 198 packages / 59 tons of cargo

11 out-of-gauge trucks + 17 standard trucks organized

The entire delivery — from port to final unloading point — completed within 10 working days

But behind every number, there is something even more important — people.
