Unfortunately due to a train derailment in the early hours of Monday morning, the line between Melbourne and Adelaide is currently down and likely to be out of action for up to a week whilst a clean up operation gets underway. Weather conditions are making the clearing of the track very difficult. Nobody was hurt in the derailment but many containers and rail cars were left strewn across the tracks. This incident will cause additional backlogs to freight on this route, and a likely spike in transport costs.

Impacted by the severe hampering navigation, at the Port of has swiftly come to a halt. After many days of intensified widespread across the region, debris has been washed into the Brisbane River, leading to the suspension of movement at the port.

Neil Stephens, Port of Brisbane’s C.F.O., confirmed the port’s closure to all ship movements from Tuesday afternoon, advising the measure was implemented due to inherent risks from water velocity and debris such as sunken objects potentially building up in swing basins, channels and berth pockets. In his operational update, Mr Stephens stated, “Port of Brisbane Pty Ltd is working closely with the RHM to deploy survey vessels to determine safe depth of the navigational areas as well as possible debris obstruction." The harbour master is currently assessing the situation on an ongoing, case-by-case basis with visions to reopen the port as soon as it is safe to do so.

A Transport and Main Roads spokesperson warned river conditions had deteriorated rapidly on Sunday and water flowing into the Brisbane River increased exceptionally. They confirmed that the high water flows had caused oil tanker MT CSC Friendship to break away from the Ampol Products wharf on the Brisbane River at Lytton.

An Australian Maritime Safety Authority spokesperson said, “the Australian Maritime Safety Authority has detained the Hong Kong-flagged tanker CSC Friendship following an incident where the vessel came off its berth due to strong flood currents in the of Brisbane late Sunday (27 February 2022). The tanker remains anchored at Moreton Bay until it has been inspected by its class society, which will include an underwater hull inspection by divers.”

Maritime Safety Queensland’s announcement on Monday night, saw the closure of the Brisbane River to all ships and watercraft in order to safeguard lives and infrastructure. Kell Dillon, MSQ general manager advised in a statement, “the Brisbane River is in flood and simply not a safe place to be at the moment. A vast amount of water is coming downstream from the upper reaches and carrying all manner of debris, from logs and branches to dislodged infrastructure like pontoons. Displaced navigation aids are also adding to the navigational difficulty.”

Meanwhile, Neil Chambers, Container Transport Alliance Australia director, commended the Brisbane container transport operators for doing their best to maintain normal operations between their yards and the Port of Brisbane container terminals and empty container parks. Neil Chambers noted, “some labour shortages continue to exist with drivers and some staff unable to attend work due to the floods.” Patrick and Hutchison have reported heavy backlogs of trucks including longer truck turnaround times at the Port of Brisbane. Similarly, DP World and Hutchison have also reported some difficulties however it is unknown whether the challenges are linked to weather.

Following Russia’s decision to invade Ukraine, shippers can expect yet another hike in freight rates, along with fuel costs, surcharges and further supply chain disruption. One forwarder said, “the Russian invasion of Ukraine is likely to exacerbate global supply chain issues and is already leading to price hikes in commodities, including fuel, which is spiking.”

Supply chain economist, Chris Rogers, said, “the [conflict] could cause both physical disturbances to supply chains, as well as a reduced ability for international buyers to transact. In turn, there’s also likely to be increased commodity prices, which could further exacerbate ongoing global supply chain inflation.”

Many have also expressed concerns regarding the potential for more cyber-attacks, which could cause greater damage to the industry.

Furthermore, conflict, increased border controls and sanction enforcement are all likely to contribute significantly to delays within the region.

Warnings have been issued of a global spread where, “a ripple effect is likely to increase delays and costs around the whole supply chain.

In Ukraine, global logistics companies are ceasing operations, amid concerns for staff safety. One forwarder indicated that they are observing the situation with the greatest concern saying, "we have paused our logistics operations in Ukraine and asked our employees to stay home.”

Concurrently, truckers are warning that they will become “ever-more selective” in the jobs they pick amid fuel price uncertainty. After Russia’s announcement of its “special military operation”, crude prices surpassed $100 a barrel for the first time in eight years. Rising fuel prices would have a “major impact” on not only costs, but the road freight routes chosen by operators.

Many are holding their breaths as other impacts from the invasion would no doubt make themselves felt in due course. The haulier added, “we will watch and see where Putin is going with this, and what is his outcome. If I were an egotistical, paranoid, oligarch-like mad dictator, I would target, digitally or physically, global trade – ie, shipping. Hopefully it will de-escalate, but I doubt it.”

21/02/2022

After the heavy South Australian floods severed the rail network, the Trans-Australian railway between Adelaide and Tarcoola has reopened to freight trains headed to Western Australia. The damage inhibited freight movements to Western Australia which impacted food supplies and led to shortages across major supermarkets. Track damage was evident in 18 different locations and took more than 100 Australian Rail Track Corporation staff to assist with repairs spanning over a 3 week period. On Tuesday, nine freight trains were able to access the network, enabling the movement of supplies along the rail link bridging Western Australia and the Northern Territory to the eastern states.

Simon Ormsby, ARTC group executive interstate network, believes the crews and contractors working on the interstate network are deserving of Australia’s gratitude, saying, “in the end we had more than 100 staff on the ground working around the clock to fix 18 locations along a 300-kilometre stretch of track in 24 days. This was a tremendous display of co-ordination and effort with our on ground work supported by ARTC project management and logistics staff from across the country…We are hoping to get back to normal operation as soon as possible.”

A surplus of 25 units of heavy machinery were used throughout the work sites and in some areas requiring repairs to access roads between the highway and rail network.

During the rail closure, the Western Australian government worked with Pacific National and Linfox to develop a land bridge which allowed the delivery of containers via trucks. The National Heavy Vehicle Regulator also allowed larger road trains to access different road freight networks in order to help deliver critical supplies.

Woolworths has already taken advantage of the coastal shipping option, for goods destined to the west, with the first ship leaving Sydney on the 8th February to arrive at Port of Fremantle by 22nd February. The coastal shipping exemption is expected to facilitate the delivery of more than 3500 extra pallets of goods to Fremantle.

Rita Saffioti, Transport minister, thanked the ARTC, retailers, industry, and especially truck drivers for helping to keep supplies moving. She added, “It will take some time to clear the backlog of supplies, so I encourage everyone to remain patient and to continue to only buy what you need over the next few weeks. We are continuing to allow truck deliveries to supermarkets 24/7, under changes to planning laws in 2020, which will mean we can get more essential goods and supplies back onto our supermarket shelves quicker.”

After two years of prolonged enterprise bargaining and long winded negotiations, Patrick Terminals and the Maritime Unio...
18/02/2022

After two years of prolonged enterprise bargaining and long winded negotiations, Patrick Terminals and the Maritime Union of Australia (MUA) have finally reached an in-principle agreement, which must now be voted on by members of the MUA. Next, the Fair Work Commission (FWC) will ratify the agreement which will enable its enforcement until 31st December 2025.

The new agreement will see employment being fully at the discretion of Patrick Terminals, where they are permitted to recruit employees without union approval. Furthermore, effective 1 January 2022, a 4% wage increase and annual pay rises of 2.5% or in line with consumer price index (whichever is higher) will be applied for wharfies. Permanent and casual employees will also receive sign-on bonuses.

Jame Newlyn, MUA assistant secretary, stated that the new enterprise agreement that has been agreed upon will deliver wage increases higher than industry standard, provide greater job security assurances as well as “fairness and dignity for hard-working members at Patrick’s four terminals around Australia”. Mr Newlyn said, “despite a political campaign of misinformation and interference by the ACCC, the Productivity Commission and even Scott Morrison, the Union has always sought to work co-operatively with Patrick Terminals’ management on continuous business improvement to ensure job security, safety, and productivity at Patrick Terminals’ four ports. By negotiating in good faith throughout this process, the MUA has sought to improve certainty and ensure 24/7 operations at Patrick Terminals’ ports during the ongoing COVID-19 crisis and for our frontline workforce to continue working co-operatively and efficiently in the national interest.”

According to a Patrick spokesperson, the agreement came following a long process of conciliation on numerous issues. However, the company is waiting on the member vote before making further comments. The current enterprise agreement for Patrick employees expired on 30 June 2020 and negotiations for a new agreement took place since February 2020. On 4 September 2020, the union’s campaign of industrial action stepped in and proceeded through early November, when it withdrew all pending notices of industrial action after Patrick filed an application with the FWC, forcing the union to terminate all actions. In late October 2021, Patrick filed an application with the FWC to terminate the current agreement and hearings commenced on 17 January. Patrick’s application to terminate the existing agreement will end when the new deal is endorsed by the employees and ratified by the FWC.
