Aged Care Updates – Better Support for Older Australians
At CCT Support Services, we recognise the importance of staying informed about major aged care reforms that will impact older Australians, families, and providers across the country.

The Federal Government has announced a significant investment into aged care services focused on increasing access, improving care quality, and supporting older Australians to live with dignity and independence.

More Aged Care Beds & Support at Home Services
A major investment will support the construction and expansion of residential aged care facilities, including additional dementia care services and increased support programs nationwide.
Funding will also help:
Increase availability of aged care beds
Expand Specialist Dementia Care units
Improve transition support from hospitals into aged care services
Strengthen support for providers caring for low-means residents
Improved Quality, Safety & Sustainability
Additional funding is being directed toward improving sector quality, regulatory oversight, workforce support, and provider sustainability to ensure older Australians receive safe and high-quality care.

Expansion of Support at Home Packages
The Government is accelerating the rollout of Support at Home packages to help older Australians remain independent in their own homes for longer. Reforms are also expected to make home care services fairer, more affordable, and more accessible.
Fully Subsidised Personal Care Services
A significant reform includes increased funding to fully subsidise essential personal care services, including assistance with showering and daily living supports, through the Support at Home program.
These reforms continue the Government’s broader commitment to strengthening aged care rights, improving care standards, and supporting Australia’s ageing population with dignity and respect.

NDIS Updates – Securing the Future of Disability Support
At CCT Support Services, we remain committed to keeping our community informed about important changes happening across the disability sector.

Recent Federal Government reforms are focused on strengthening the National Disability Insurance Scheme (NDIS) to ensure it remains sustainable, fair, and participant-focused for future generations.
The NDIS was originally designed to support Australians living with permanent and significant disabilities, and upcoming reforms aim to return the scheme to that core purpose while improving accountability, consistency, and participant outcomes.
Key NDIS Reform Areas
Improving Service Quality & Participant Outcomes
The Government plans to introduce stronger commissioning processes for services such as plan management, support coordination, and Supported Independent Living (SIL). These reforms are intended to improve service quality, participant choice, and provider sustainability.
Clearer Eligibility & Assessment Processes
New standardised, evidence-based functional assessments will play a greater role in determining access to the NDIS, helping create more consistent and transparent eligibility decisions.
Changes to Participant Planning & Budgets
Future reforms will tighten reassessment criteria and provide clearer guidance around what is considered “reasonable and necessary” supports. From April 2027, new framework planning is expected to deliver more equitable and sustainable participant plans across the scheme.
Fraud Prevention & Stronger Safeguards
The Government is increasing oversight of providers and payments while strengthening investigative powers to reduce fraud, misuse, and exploitation within the NDIS system.
Thriving Kids Initiative
As part of broader foundational supports reform, the Government is also investing $2 billion into the new “Thriving Kids” initiative. This program is designed to support children with developmental delays and mild-to-moderate support needs outside the NDIS framework, improving access to early intervention services across Australia.
The NDIS will continue to grow and remain one of Australia’s largest social support programs, while reforms aim to ensure long-term sustainability and better outcomes for participants and families.

12/05/2026

Here’s the latest update on the Australian Government’s Thriving Kids initiative:

What is Thriving Kids?

Thriving Kids is a new national support system for children aged 8 and under with:

developmental delay, and/or

autism with low-to-moderate support needs.

It is designed to provide earlier intervention and family support outside the NDIS system. Children with high support needs or permanent significant disability will still remain eligible for the National Disability Insurance Scheme.

Key updates announced in May 2026

The Federal Budget expanded the rollout with:

$120 million for a national autism information and advice helpline

$140 million for Thriving Kids services in childcare centres

$61 million for workforce training

$126 million for expanded developmental health assessments for young children

mental health support programs for parents and carers.

Rollout timeline

The current official timeline is:

From 1 October 2026: first state services begin rolling out

By 1 January 2028: full national rollout expected

From 1 January 2028: new NDIS access changes for children under 9 with low-to-moderate needs are expected to begin.

What supports are expected?

Services are expected to include:

speech therapy

occupational therapy

psychology

physiotherapy

parent coaching and education

developmental screening

family and peer support

support delivered in homes, childcare and community settings.

Important change for families

A major difference from the NDIS is:

families likely won’t receive individual funding packages

supports will instead be delivered through state-run/community services

children may not require a formal diagnosis to access some supports.
