🚨 TIÊU CHUẨN MỚI TRONG THÔNG QUAN TẬP TRUNG: HẢI QUAN CHÍNH THỨC SỐ HÓA CHỨNG TỪ TỪ 01/06/2026
Từ ngày 01/06/2026, Cục Hải quan triển khai hướng dẫn hỏa tốc về việc số hóa chứng từ thuộc bộ hồ sơ hải quan phục vụ mô hình thông quan tập trung, áp dụng thí điểm tại Chi cục Hải quan khu vực III.
Đây là bước chuyển đổi quan trọng trong lộ trình Hải quan số, tác động trực tiếp đến quy trình thông quan và chuỗi vận hành của doanh nghiệp xuất nhập khẩu (XNK).
📌 NHỮNG THAY ĐỔI TRỌNG TÂM
• **Khai báo số hóa:** Người khai hải quan thực hiện khai báo chứng từ dưới dạng số hóa trực tiếp trên hệ thống điện tử.
• **Tinh gọn thủ tục:** Chứng từ đã số hóa sẽ **KHÔNG** cần nộp bản scan có ký số. Công chức hải quan sẽ xử lý hồ sơ dựa trên dữ liệu số hóa trên hệ thống.
• **Giảm phụ thuộc chứng từ giấy:** Cơ quan Hải quan sẽ không yêu cầu nộp hoặc xuất trình bản giấy, ngoại trừ các trường hợp đặc biệt liên quan đến dấu hiệu vi phạm hoặc chứng từ không đúng quy định.
• **Đối với chứng từ chưa số hóa:** Doanh nghiệp vẫn thực hiện khai báo bản scan có xác nhận bằng chữ ký số theo quy định hiện hành.

🔥 NEW STANDARD IN CENTRALIZED CUSTOMS CLEARANCE: OFFICIAL DOCUMENT DIGITALIZATION EFFECTIVE JUNE 1, 2026
Effective June 1, 2026, the Customs Department implements urgent guidance on digitalizing customs dossier documents for the centralized customs clearance model, piloted at Customs Branch Zone III.
This marks a significant milestone in Vietnam’s Digital Customs roadmap, directly impacting customs procedures and supply chain operations for import-export enterprises.
📌 KEY UPDATES
• **Digital Declaration:** Customs declarants submit digitized documents directly through the electronic system.
• **Simplified Procedures:** Digitized documents will **NO LONGER** require digitally signed scanned copies. Customs officers will process declarations based on system data.
• **Reduced Paper Dependency:** Physical documents will generally no longer be required, except in special cases involving suspected violations or non-compliant documentation.
• **For Non-Digitized Documents:** Enterprises will continue submitting scanned copies validated by digital signatures under current regulations.
