More details about Thursday morningâs fatal collision at Oak Parkway and East Bidwell St. in Folsom: Naun Rocha, age 41, was killed by a hit-and-run drunk driver who has been arrested by the Folsom Police Department. The victim worked at Taco Loco Taqueria on Blue Ravine Rd. near Folsom Blvd. and was riding home from a second job at 2:30 AM when he was hit.
This is the 6th fatal collision in Sacramento County since the start of the year, the 4th in just four weeks, and the 2nd in the Folsom area (a cyclist was killed on Auburn-Folsom Road in Placer County in March),
Hit-and-run collisions are especially horrifying because it seems so difficult to control the cause. Yet in other respects, this collision closely resembles other fatal bicycle collisions in our region.
Oak Parkway and East Bidwell St. are two of Folsomâs largest, busiest streets. East Bidwell has four lanes and in some places Oak Parkway has six lanes, and both have posted speed limits of 45 MPH, at speed at which half of all collisions with bicyclists and pedestrians are fatal.
On East Bidwell, the distance between Oak Parkway and the nearest signalized intersections in either direction is more than a half-mile, a distance than enables speeds well above the posted speed limit. The intersection of Oak Parkway and East Bidwell also has freeway-like âfree rightâ turn lanes in all directions, which also encourage faster speeds.
And like most other streets where fatal collisions occur, Oak Parkway and East Bidwell have bike lanes; the bike lanes on East Bidwell are buffered by wider striping, which creates further separation from vehicle traffic. Given the size, speeds and traffic volumes of both streets, protected bike lanes (AKA cycle tracks or separated bikeways) or off-street bike paths would offer the best protection for bicycle traffic.
Weâll be working with our allies at Folsom Area Bicycle Advocates to talk with the City of Folsom about the causes of collisions like these and how they might be prevented on East Bidwell and Oak Parkway.
