Your trucks don’t stop when the office closes. Neither do ELD problems. A driver needs help with their logs. An HOS issue needs attention. Something gets missed, left unresolved, or turns into a problem at roadside. When nobody is watching after hours, small issues can become expensive ones. And as your fleet grows, those gaps grow with it.

That’s where ELD Engine fits in. We give fleets a 24/7 ELD/HOS compliance operation without the cost and complexity of building one in-house. Our people, processes, and technology work together to monitor, resolve, document, coach, and support your drivers around the clock. Think of us as the operating layer underneath your fleet, handling the compliance work so you can run leaner, operate with confidence, and grow without your ELD/HOS workload growing out of control.

What if waiting at a shipper did not consume a driver’s entire 14-hour window?

FMCSA is preparing a Split Duty Period Pilot Program that would allow participating drivers to pause their 14-hour driving window for up to three hours per day.

Qualifying time could include:
• Off-duty time
• Sleeper-berth time
• On-duty time spent at a pickup or delivery location

Consider this example:
• A driver starts their shift at 6:00 a.m.
• Under today’s rules, the 14-hour window normally closes at 8:00 p.m.
• The driver then spends three qualifying hours waiting at a receiver.
• Under the pilot, those three hours could pause the clock, potentially moving the end of the driving window from 8:00 p.m. to 11:00 p.m.

The pause would not give the driver additional driving hours.
It would preserve the existing driving time by stopping qualifying non-driving time from consuming the 14-hour window.

This could help drivers manage:
• Detention at shippers and receivers
• Heavy traffic
• Severe weather
• Long, unavoidable non-driving delays
• Breaks that would otherwise reduce the available workday

But there is an important distinction:
• This is a PILOT program, NOT a new HOS rule.

Drivers cannot use the pause unless they are formally enrolled and operating under the pilot’s conditions.

FMCSA completed a small pre-test involving nine drivers and plans to expand the study to 256 drivers in 2027.
The agency will also monitor whether the added flexibility encourages shippers to increase driver detention.

If successful, the pilot could make route planning more realistic without increasing the 11-hour driving limit.

Here's what been happening in the world of ELD/HOS this week:

1. Roadcheck results quantify ELD-tampering enforcement

CVSA reported results from 54,575 North American inspections:
• 10,350 vehicles were placed out of service.
• 3,184 drivers were placed out of service.
• 929 HOS violations represented 23.4% of driver OOS violations.
• 266 false-record-of-duty-status violations represented 6.7%.
• 146 ELD-tampering OOS orders represented 3.7%.
• 361 English-proficiency violations were recorded in the U.S.
• 1,072 no-medical-card violations were the leading driver OOS category.

2. FMCSA advances two HOS flexibility pilots

FMCSA completed small pre-tests for two proposed pilot programs:

Flexible Sleeper Berth:
• Participating drivers could divide the required rest into any two periods totaling at least 10 hours, provided one period contains at least five consecutive sleeper-berth hours.

Split Duty Period:
• Participating drivers could pause the 14-hour window for up to three hours using qualifying non-driving time. This may include On Duty time at a pickup or delivery location.

3. Fertilizer HOS and ELD waiver expired

The temporary waiver covered qualifying transportation of straight or blended fertilizer products for agricultural purposes in specified states.

It waived:
• Property-carrier HOS limits under §395.3.
• The normal ELD requirement under §395.8(a)(1)(i).

4. Ten revoked ELDs approach the September 8 deadline

Some noteworthy news that happened in the world of ELD/HOS compliance.

1. ELD operator’s manual no longer required in the truck
- This change removes only the manual requirement. Drivers must still know how to operate the device, produce records and transfer them during an inspection. The required data-transfer instruction sheet remains.

2. Roadside inspection reports only need returning when requested
- Carriers no longer have to return every signed roadside inspection form to the issuing state. They must return it only when the state agency requests it.

3. FMCSA considering yard-move treatment on public roads
- CCS Transportation asked FMCSA to let it record 1.3-mile movements between adjacent facilities as on-duty yard moves, despite using local public roads.

4. Brake Safety Week begins August 23
- Inspectors will emphasize brake drums and rotors, while remaining free to inspect driver credentials, HOS records and other vehicle systems. Vehicles with out-of-service defects will be held until corrected.
