City Council wants to ban 200 carriage jobs next month. But did city wiring cause the crash?

The Daily News just reported: “stray voltage” was found at Cherry Hill — the exact spot where Samson bolted on June 17.

That’s where Romanch Mahajan lost his life.

ConEd confirmed the electrical issue. The fountain is still shut down. A café remains closed due to the outage. Yet 28 Council members have already co-sponsored a bill to end the industry by 2028.

If faulty underground wiring spooked that horse, the problem isn’t carriages. It’s city infrastructure. Banning 200 immigrant workers won’t fix damaged cables.

Romanch’s family deserves the truth. New Yorkers deserve safe parks. Workers deserve due process.

Top Hat NY Horse & Carriage submitted testimony today for the City Council hearing on the carriage ban bill.

We made our position clear: Support better horse welfare and safety — not shutting down a regulated industry that provides 200+ New York jobs and cares for 200+ horses.

Our horses work under some of the nation’s strictest rules: mandatory veterinary exams, temperature limits, required rest periods, and routine city inspections. We comply with all of them, every day.

We believe the right path is improving standards with facts and evidence, not a ban that eliminates jobs and horses from New York.

OUR HORSES ARE FAMILY ❤️🐴

New York City carriage horses are highly regulated and cared for under standards designed to protect their health, safety, and well-being.

These horses are more than working animals—they’re family.

REGULATED • RESTED • PROTECTED

• Carriage horses may not work more than nine hours a day and receive required rest and water breaks.
• They may not operate during extreme heat or cold.
• Every horse receives at least five weeks of annual furlough with access to paddock or pasture turnout.
• Their stalls must provide enough space for them to turn around and lie down comfortably.
• Trained stable staff care for and monitor the horses every day.
• Horses receive regular examinations by equine veterinarians and additional veterinary care whenever needed.

LOVED • HEALTHY • WELL CARED FOR

Carriage horses are strong working animals capable of living long, healthy lives. A peer-reviewed study examining New York City carriage horses found that the horses studied did not show physiological responses indicative of negative welfare status.

Most importantly, these horses are deeply loved. Many carriage drivers come from families with generations of experience caring for and working alongside horses, creating a unique bond with the magnificent animals in their care.
