🎯 Session: EMS Program Coordinator Update

The NC EMS Program Director Workshop is an 8-hour annual training requirement for directors of NCOEMS-approved educational institutions. Developed by current OEMS staff and veteran program directors, this session reviews administrative responsibilities, compliance regulations, and the latest updates in state EMS education policy.

👤 About Todd Messer:
Michael "Todd" Messer brings more than 30 years of prehospital care and EMS education experience to the stage. Based in Rocky Mount, NC, he has served as Education Manager for the North Carolina Office of Emergency Medical Services since 2012, leading statewide EMS education initiatives including curriculum standards, instructor development, and regulatory compliance. A National Registry Paramedic and Level II Instructor, Todd holds a BS in Emergency Medical Care from Western Carolina University and has spent his career advancing entry-level competence and improving patient outcomes across North Carolina.

The FTO role is often a paramedic's first step into leadership — but most are appointed with no preparation beyond their field experience. This three-day course introduces prospective FTOs to the structure, tools, and techniques of EMS-FTEP™, covering adult learning principles, coaching, evaluation, feedback, and trainee performance documentation using Standardized Evaluation Guidelines, the Recruit Training Manual, and Daily Observation Reports.

🏛️ Yesterday, the NCAEMSA Executive Committee took our mission to the halls of the NC General Assembly! Our leaders met with elected officials to champion the future of Emergency Medical Services across North Carolina.

From workforce recruitment and retention to stronger protections for our providers on the front lines — we showed up and spoke up for EMS. Key priorities we're pushing this session:

✅ Competitive pay and benefits to recruit and keep top EMS talent
✅ Stronger criminal penalties for assaults against EMS workers
✅ 25-year retirement benefits recognizing the demands of this profession
✅ Formal classification of EMS as Essential Services
✅ Expanded Mobile Integrated Healthcare and Community Paramedicine
✅ Better Medicaid reimbursement for the care we provide

Dr. Crowe explores how psychology, neuroscience, organizational behavior, and systems thinking shape the way leaders interpret information, influence culture, and drive real change. This keynote is a roadmap for building smarter systems, healthier cultures, and better outcomes.

👤 About Dr. Crowe:
Dr. Remle Crowe's path to EMS research took a scenic route — starting as a volunteer EMT with the Red Cross in Mexico City while engineering powertrains at Ford Motor Company, where she earned a Six Sigma Black Belt in quality improvement. Now Senior Director of Research at ESO, she leads innovative projects harnessing data to improve community health and safety outcomes, with more than 100 peer-reviewed publications to her name.

Say hello to Scott Phillips!

Scott serves as the EMS Director/Chief of Hoke County EMS and keeps things running smoothly as your Secretary for the NCAEMSA Executive Committee.

Scott began his EMS career in 1992 and stepped into education in 2010, bringing both field experience and a passion for developing others. He has been involved with NCAEMSA for 5–10 years, staying engaged and connected to the profession throughout that time.

💡 Why NCAEMSA matters to Scott:
Staying connected to the pulse of EMS. The meetings provide valuable insight, real-time information, and a strong connection to what’s happening across the field. He also values representing his organization and region at the state level.

Jim serves as the Guilford County Emergency Services Director and leads Governmental Affairs for the NCAEMSA Executive Committee.

With 40 years in EMS—both volunteer and career—Jim brings a depth of experience and perspective that only comes with time in the field and leadership at the highest levels. He has been actively involved with NCAEMSA for 20+ years, helping shape the direction of EMS across North Carolina.

Say hello to Chris Parker!

Chris serves as a District Captain with Johnston County Emergency Services, bringing a well-rounded career and deep operational experience to the table.

With 35 years in EMS, Chris has seen it all—volunteer service, transport EMS, 911 response, critical care, and leadership roles spanning supervisory and administrative levels. He first got involved with NCAEMSA by attending conferences as a supervisor around 1999 and has remained an active and engaged member over the years.
