Through sustainability-focused collaboration, I-66 Express Mobility Partners and FAM Construction are recycling 13 miles of concrete roadway. Using an innovative process called rubblization to repurpose salvaged concrete slab for use as a sub-base, it will save an estimated 7 million pounds of CO2 emissions compared to traditional demolition, removal and replacement of concrete. That’s the equivalent of eliminating a year’s worth of emissions from 767 vehicles going from Manassas to the Vienna Metro Station each day! This process will eliminate an estimated 21,500 construction truck load trips, and the amount of material needed from quarries will be reduced by 166,000 cubic yards – enough to fill 70 Olympic-size swimming pools!

US Route 50 is sometimes best known for running 3073 miles (4946km) through 12 states and Washington, DC - from Sacramento California to Ocean City Maryland. However, all of the action was at Route 50 and I-66 in Fairfax this winter as our colleagues at FAM Construction installed 12,000 feet of beams that will carry 8 lanes of traffic via 2 bridges over I-66, including a massive 185 foot beam! This time-lapse video highlights two months of work behind this impressive achievement as we transform I-66 Outside the Beltway.

The Scouting motto is "be prepared", however, no one could have prepared for where to stage the distribution of more than 16,000 bags of mulch for the annual fundraiser for Scout Troops 91, 581 and 582. So, I-66 Express Mobility Partners, FAM Construction and VDOT were thrilled to team up this past weekend to let the Scouts use the new University Boulevard Park and Ride facility to coordinate this massive effort!

Last night, the final signal along the Route 28 corridor, north of Route 29, was decommissioned as part of the Transform 66 project. This marks another important early milestone achieved on the project and will allow for freer flow of traffic on Route 28 while work continues on the redesigned I-66/Route 28 interchange. Most community meetings feature a good crowd in a large space, creating a challenge during a pandemic. The solution? Host virtual construction update meetings online! Last night, more than 100 people joined us for a briefing on construction activity in western Fairfax County. This evening at 7pm, we'll be focused on the eastern portion of Fairfax County. Tonight and tomorrow we will be holding two virtual construction update meetings this week to discuss recent construction progress and upcoming activities on the Transform 66 Outside the Beltway Project. The online meetings will include a presentation and question-and-answer period with representatives from VDOT, I-66 Express Mobility Partners, and FAM Construction. Each night will cover a different portion of the project corridor.

• Wednesday, October 28, 2020, 7-8:30 p.m., covering activities between Waples Mill Road and Bull Run, including the Route 28 corridor
• Thursday, October 29, 2020, 7-8:30 p.m., covering activities between the I-495 Interchange area and Jermantown Road

Our colleagues at FAM Construction had a very productive summer setting beams on 14 bridges throughout the project corridor. The beam lifts required significant coordination to keep traffic moving on I-66 and took advantage of a maintenance shutdown of the Washington Metropolitan Area Transit Authority (WMATA) Metrorail tracks that run in the center median of the project corridor. We have conducted more than 300 meetings with community organizations, homeowner groups and advocacy groups to provide information on the Transform66 project. Keeping the public informed while keeping social distance has required some flexibility and creativity.

Last week our project team was pleased to deliver a virtual update via Zoom to 40 members of the Fairfax Alliance for Better Bicycling (FABB) with information on the new trails being built as part of the I-66 project.

More progress on Transforming I-66 – A traffic signal that was notorious for causing delays along the Route 28 corridor was removed at the end of September with the opening of a new ramp from Route 28 South to I-66 East. When the interchange is complete all 4 traffic signals previously used to access I-66 from Route 28 will be gone and traffic will flow freely via the new ramps that are currently being built. Concrete deck pour - new Route 123 bridge over I-66

Did you know that the original Chain Bridge over the Potomac River was a P3 project? In 1794, a charter was granted to the Georgetown Potomac Bridge Company and the bridge opened in 1797. The toll was 3 cents for a pedestrian and 8 cents for a man and a horse. The foundation was made of square mossy stones held together by iron pins and melted lead, and Chain Bridge Road evolved as a major transportation artery in Northern Virginia over the next 226 years.

The new state-of-the-art Chain Bridge Road interchange at I-66 will offer full connectivity to the east and west bound Express Lanes.

Who We Are

I-66 Express Mobility Partners was awarded a 50 year contract from the Commonwealth of Virginia in 2016 to design, build, operate and maintain 22.5 miles of I-66 from the Beltway (I-495) to Gainesville, Virginia. The project includes 2 Express Lanes and 3 General Purpose Lanes in each direction, major interchange and safety improvements, a shared use pedestrian/bicycle facility and room for future transit expansion. The new I-66 will open in late 2022. I-66 Express Mobility Partners is a consortium including Cintra, Meridiam, John Laing and APG. The consortium members have a proven track record of delivering successful public-private infrastructure projects around the world.
