One of the ways to address the driver shortage is to encourage younger drivers to join the industry. Currently, 49 states and the Washington DC give commercial driver licenses to people under 21. This permits younger drivers to drive semi-trucks intra-state (popular throughout large states like California and Texas). They just can't cross state lines.
The Bipartisan Infrastructure Law (BIL), Section 23022, empowered the Federal Motor Carrier Safety Administration (FMCSA) to establish the Safe Driver Apprenticeship Pilot Program (SDAP) to allow drivers 18-20 explore interstate trucking careers under very specific conditions. Every potential truck driver, young or old, must be able to meet the Department of Transportation (DOT) physical fitness requirements.
