The North American Rescue Collective The deep, fundamental animal welfare issues in our communities yield the effect of dogs ending up in shelter facilities.

North American Rescue Collective (NOARC) partners with shelters in the Midwest region, with a focus on Ohio and Kentucky, to aid in the implementation of sustainable programs that address the issues of canine abuse, neglect, and overpopulation. Our purpose and mission at N.O.A.R.C is to help get as many dogs as possible into reputable rescues, where they will then have a chance to be adopted to a

wonderful home, and assist our partner shelters with fixing the issues in their communities that result in dogs being left in shelters. Shelter overpopulation and high euthanasia rates are not the cause, they are the effect. As an organization, part of our mission includes aiding in the implementation of programs and educational outreach efforts that address these core issues.
