For Pak-China customs experts only: Under CPFTA Phase II, how is "Direct Consignment" proved when goods transship via a third country (e.g., Malaysia or UAE) without a Bonded Transit Arrangement?

I am Furqan Rasool – custom clearing agent, 15 years Pak-China route.

Here’s a scenario that even some senior agents get wrong.

A Pakistani importer buys machinery parts from China. The Chinese supplier ships the goods to Port Klang, Malaysia, where they are offloaded, stored in a general warehouse (not a bonded transit facility), then reloaded onto another vessel to Karachi. Total transit: 45 days. The original bill of lading is from China to Malaysia. A second bill of lading is issued from Malaysia to Pakistan.

The importer claims CPFTA Phase II preferential tariff (reduced duty). Customs rejects the claim, saying "no direct consignment."

My question:

Under CPFTA Phase II Rules of Origin, specifically Article, what three specific documentary proofs would allow the importer to still claim the preference despite transshipment?

Does a non-bonded warehouse in the third country automatically break the direct consignment rule? Yes or no, and cite the relevant clause.

Why I’m asking:
I already know the correct answers (tested in real clearance at Karachi port last year). But I see too many importers losing millions in duties because their agents don’t understand this.
