Advancing Digital Veterinary Services Through Stakeholder Engagement
The Bureau of Animal Industryโs Veterinary Quarantine Station Region III convened its 3rd Stakeholders Meeting on September 28, 2026, at Forum II, Orchids Garden in San Fernando, Pampanga, with 130 participants in attendance. The gathering showcased digital services for transporting livestock, poultry, animal products, and by-products, and provided a forum for stakeholders to discuss implementation and ask practical questions.
Dr. Francis G. Dimalanta, Head of VQS III, welcomed participants and opened the meeting, emphasizing the importance of stakeholder consultation as the new systems are introduced.
Dr. Toni Rose Barroga-Faughn of the National Veterinary Quarantine Services Division presented the Electronic Veterinary Health Certificate Issuance System (EVHCIS) and the Online Local Shipping Permit Issuance System (OLSPIS) 2.0, outlining their purpose and features. She explained that attending veterinarians must be registered in BAIโs Veterinarian Registration System (VetRegs), and vehicles in the Transport Registration and Accreditation System (TRACRegs), to be eligible to apply through OLSPIS 2.0. Ms. Marites Gealone then provided a detailed walkthrough of the OLSPIS 2.0 interface.
Ms. April Roderno of the Animal Health and Welfare Division discussed the online application system for livestock, poultry, animal products, and by-products, including applications for the Handlerโs Identification Card and the License to Operate for transport carriers.
Dr. Jennifer L. Maravilla of VQS III presented BAI Memorandum Circular No. 44, Series of 2026, which covers the official launch and pilot implementation of EVHCIS and OLSPIS 2.0 for broiler commodities.
During the open discussion, participants sought guidance on the concurrence required from local government unit (LGU) veterinarians for poultry shipments, procedures to follow during system outages, and how to proceed if a truck breaks down after a transport application has been submitted. The briefings and exchange of questions helped stakeholders prepare for the transition to digital services and better understand the requirements involved.
Dr. Dimalanta said a follow-up meeting would be arranged with BAI MIS to assist stakeholders in setting up their accounts.
Participants were also reminded that regulated commodities must comply with applicable provisions and documentary requirements under DA Administrative Circular No. 9, Series of 2024; DA Administrative Order No. 13, Series of 2025; DA Administrative Circular No. 2, Series of 2026; and DA Administrative Order No. 5.
Dr. Sheila Cabrera, Next-in-Rank in VQS Region III, thanked the resource speakers and participants in her closing remarks. She encouraged stakeholders to work together toward the shared goal of processing online shipping permits faster and more efficiently.
