COVID-19 ALERT LEVELS SYSTEMS IN NCR
Effective October 16, 2021 until October 31, 2021, the National Capital Region shall be placed under GCQ with Alert Level 3.

Residents from the NCR, excluding those residing in areas under granular lockdowns, are subject to the reasonable restrictions based on age and comorbidities as may be determined by their respective local government unit (LGU) and GCQ Alert Level, and the reasonable regulations of the destination’s LGU.

The following establishments or activities shall be allowed to operate, provided that all workers/employees of these establishments are fully vaccinated against COVID-19 and minimum public health standards shall be strictly maintained. Provided further that there is no objection from the LGU where these activities may take place.

INBOUND TRAVEL FOR FULLY VACCINATED CEBUANO OFWs and ROFs
Upon their arrival in Cebu, returning passengers shall present proof of their vaccinations that shall include, but shall not be limited to, Vaccination Cards issued abroad as verified by the Philippine Overseas Labor Office (POLO), Government Certification of Vaccination, or BOQ-issued International Certificate of Vaccination.

The passengers shall be subjected to an RT-PCR test upon arrival and shall be transported to their hotel for quarantine. Should the RT-PCR test result turn out positive, health protocols for the treatment of COVID-19 positive individuals shall be followed and shall be subjected to a second RT-PCR Test on the 5th day of quarantine.

If the second test result is negative, the returning passengers shall be allowed to return to their respective LGUs on the day the test result is released.

The following conditions below allow an individual to be considered as fully vaccinated for COVID-19:

At least 2 weeks after getting the second dose in a 2-dose series, or
At least 2 weeks after getting a single-dose type of vaccine
Vaccines administered to the individual are included in any of the following:
Emergency Use Authorization (EUA) List or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration
Emergency Use Listing of the World Health Organization

INTERNATIONAL ARRIVING PASSENGERS IN THE PHILIPPINES
WHO ARE ALLOWED TO ENTER?

Filipino citizens, including those with valid Philippine Passport/Identification Certificate (IC) as proof of recognition as a Filipino citizen or as proof of retention/reacquisition of Philippine citizenship under RA9225
Foreign nationals allowed entry under the Balikbayan Program (RA6768), provided they are nationals from non-visa required countries under EO408:
Former Filipino citizens, together with their foreign spouses and children, regardless of age, who are traveling with them
Filipino citizens’ spouses and children, regardless of age, who are traveling with them
Foreign nationals who are holders of valid and existing Special Resident and Retirees Visa (SRRV) or Section 9(a) visas without need of an entry exemption document (EED). Except for:
Foreign spouses, parent/s, and/or children of Filipino citizens, not traveling together with the Filipino and shall present a visa with notation “EED not required per IATF Resolution No. 128 (s.2021)”
Must not come from or have been to the “red” list countries within the last 14 days, except for Filipinos who are part of government or non-government repatriation efforts or bayanihan flights.
Foreign nationals are subject to deportation under the following situations:

Cleared for entry but subsequently found to have presented a counterfeit or fraudulent pre-booked accommodation upon DOT’s validation
Violated the Department of Health’s testing and quarantine protocols

Quarantine Protocols for MECQ (NCR, Bataan and Laguna) and GCQ with heightened restrictions
MINIMUM PUBLIC HEALTH STANDARDS (MPHS)

Must be complied with at all times.

TRANSPORTATION

Road, rail, maritime, and aviation sectors of public transportation shall be allowed to operate at such capacity and protocols in accordance with guidelines issued by the DOTr.

DINING

Indoor dine-in services shall be at 20% venue or seating capacity.
Outdoor or al fresco dining shall be at 50% venue or seating capacity.
For areas under MECQ, indoor dine-in services and al fresco dining are prohibited, only take-out and delivery are allowed.

TOURIST ATTRACTIONS

Outdoor tourist attractions may operate at 30% with strict adherence to minimum public health standards.
For areas under MECQ, outdoor tourist attractions shall not be allowed.
Indoor tourist attractions shall not be allowed to operate.

GATHERINGS

Religious gatherings and gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19 shall be allowed up to 10% of the venue capacity in areas under GCQ with heightened restrictions. For areas under MECQ, immediate family members of the deceased who died of causes other than COVID-19 shall be allowed to move from their residence to attend the wake or interment of the deceased upon satisfactory proof of relationship with the latter.

ALLOWED ACTIVITIES/INDUSTRIES

All non-contact sports, games, and scrimmages held outdoors are allowed.
The Philippine Basketball Association (PBA) shall be allowed to resume the 46th Season of their Philippine Cup Conference in areas under General Community Quarantine (GCQ) and/or Modified General Community Quarantine (MGCQ) in compliance with the provisions of the Joint Administrative Order No. 2021-002 of the Philippine Sports Commission, Games and Amusement Board, and Department of Health, and related issuances are complied with, and with the written concurrence of the local government unit concerned. Should the community quarantine classification of their proposed new venue be escalated to a community quarantine classification higher than GCQ, the PBA should look for another venue that is under GCQ or MGCQ.
The operation of the Philippine Racing Commission for their Off-Track Betting (OTB) stations in the National Capital Region for the duration of the MECQ shall be allowed, subject to the approval of the local government unit concerned. The operation shall be strictly limited to the purpose of selling tickets only.
Indoor sports courts and venues shall not be allowed to operate.
Personal care services that allow for services not requiring mask removal may also operate at 30% venue capacity. For areas under MECQ, personal care services shall not be allowed.
Children 5 years old and above in areas under MGCQ and GCQ except those under heightened restrictions may also be able to go to outdoor areas provided that the child is supervised by adult/s and is in observance of minimum public health standards. Local government units concerned may increase the above age restriction of children depending on the COVID-19 situation in their respective jurisdictions. The outdoor areas shall be limited to the following:
Parks
Playgrounds
Beaches
Biking and hiking trails
Outdoor tourist sites and attractions
Outdoor non-contact sport courts and venues
Al fresco dining establishments
These outdoor areas shall not include mixed-use indoor/outdoor buildings, facilities, such as malls and similar establishments.

Based on the IATF Resolution No. 117, AEs in areas under GCQ may accept bookings provided that:
The establishment operates only up to 30% of the venue capacity
The guests will come from the same household
Can accept guests of all ages but guests below 18 and above 65 years old shall be required to present a negative result from an RT-PCR test taken not more than 72 hours prior to check-in.

Inbound travel advisory

From April 29, 2021 to May 14, 2021, all travelers from India or those with travel history to India within the last 14 days before arrival, are prohibited from entering the Philippines.

However, all travelers who will arrive in the Philippines before April 29, 2021 may enter the country but are required to complete a 14-day quarantine period in an accredited quarantine facility, regardless of their swab test results.

INTERNATIONAL TRAVEL
Filipinos are allowed to travel abroad as long as they have the following: roundtrip tickets, health and travel insurance if traveling as a tourist, and a negative antigen swab test result 24 hours before departure. Additional requirements may also be imposed by the country of destination.

DOMESTIC TRAVEL

No more blanket testing requirement - There is no longer a nationwide requirement for a traveler to produce a negative RT-PCR (reverse transcription polymerase chain reaction) test in order to enter a province or city, according to IATF Resolution No. 101. However, the national government still allows local governments to require such a test. So before leaving for your trip, check with your local government of destination first. The document also says the RT-PCR test (or swab test) is the only type of test allowed to be required for travel by local governments.
No more blanket quarantine requirement - No local traveler should be required to undergo quarantine "unless they exhibit symptoms upon arrival at the LGU of destination," reads the same document.
No need for travel authority, health certificates - Travelers no longer need to present a travel authority issued by Joint Task Force COVID Shield, a group of law enforcers that had been in charge of enforcing rules on interzonal travel. There is also no longer a national government rule requiring health certificates.
Caveat: Though the national task force has loosened some restrictions, it is best to always check first with the local government, hotel, accommodation, or tourist site you are visiting if they have such requirements.
Health protocols remain - Masks, face shields, and physical distancing are still required in ports, modes of transport, and travel destinations.
Certain tourism activities allowed - Tourism sites, natural sites, parks, theme parks, cultural centers, museums, historical landmarks, and cinemas have been allowed to open in both general community and modified general community quarantine (GCQ and MGCQ), subject to rules imposed by local governments.
