International Maritime Organization (IMO) Regulation on a foreign vessel arriving its port of destination, is subjected to Custom, Immigration, Quarantine (CIQ) port state inspection before the vessel is allowed to dock or berth to conduct her purpose.

A pilot launch is used to bring the Ship Agent together with the CIQ Boarding Officials to the arriving vessel in the designated anchorage area assigned by the Port Harbor Master through Vessel Traffic Management System (VTMS).
