ARENA - previously known as NANAC

ARENA - previously known as NANAC Nelson Airport Noise Action Council Inc(NANAC)was incorporated in 1995, and from Nov 2025 is known as ARENA.

It aims to contribute to the planning of the development of Nelson Airport focusing on reducing, where possible, airport noise and pollution. NANAC also has involvement with the Nelson Airport Noise Environment Advisory Committee. We have representation on this Committee together with Nelson Airport Ltd, Nelson Regional Maintenance, Nelson Aviation College, Air NZ, Origin Air, NCC, and others. Th

e Advisory Committee discusses results of airport noise data, breaches of regulations (exceedances), responsibilities to correct and consequences of infringements.

Availability of Information

PPC30 requires information to be publicly available. ARENA has suggested all NANEAC information be available (logically) on NAL’s website. ARENA will continue to encourage and suggest eg: meeting minutes be published as soon as they are available to the Committee, on a dedicated NAL/NANEAC website page

There has been a lot of discussion about aircraft noise close to residential areas ie: take-off and landing; especially in regard to noise levels and mitigation (eg: terms of the PPC30). ARENA has highlighted to NAL:
- these measurements need to include aircraft start-up, taxiing onto the runway, and take-off = all noise to be included in the “noise bucket”; and
- jet take-off thrust is one of the noisiest moments, and jets should always take-off to the north ie: jet take-off thrust at the southern end of the runway.

Noise affecting residents:
Flight paths – aircraft (including helicopters) flying over residential areas [especially at night]. Everyone agrees that this observation is always a moot point when the aircraft is emergency/life saving/medical; but not all aircraft flight paths over residential areas are necessary. NAL needs to better manage these operators.

While NAL wouldn’t stop aircraft using the airport, they will constantly encourage aircraft operators to work to the AIP (Aeronautical Information Publication).
NAL is encouraging jet charter services, as it caters for big spending tourists.

Completion of improvements to Engine Testing Noise Enclosure
At the latest quarterly meeting in February 2026 with Nelson Airport Noise and Environment Advisory Committee (NANEAC), ARENA was updated with the following details:

Nelson Airport Limited (NAL) has sought from AirNZ, that they present a definite timeline for the improvements of the engine testing noise enclosure, with the expectation that the work will be completed by 30 September 2026.

More details as they come to hand … this has been in discussion for many years, so we are expecting a prompt and community acceptance action plan.

News from ARENA:

Changes in the line-up at NANEAC

The Nelson Airport Noise Environment Advisory Committee (NANEAC) is a partnership committee between the airport, operators, local community and NCC; established to facilitate a co-operative approach to managing local airport noise issues.

Great News - the Committee community representatives are changing from 3 members to 5 members, consisting of three from ARENA and two from TBCA (Tahunanui Business and Citizens Association).

ARENA: Are there any outstanding matters?
TBCA: The airport, TBCA and other stakeholders now need to work together in the best interests of Nelson. We now have a great platform to work from. The community now has a strengthened role through additional members on the airport Advisory Committee. The Community Fund, which we will jointly administer for the benefit of the community, is another opportunity to build a positive working relationship. We feel confident we have achieved the best outcome we could within the limited resources we had to take this case, and we look forward to meaningful interactions in the future, with the airport and council recognising us as a stakeholder in our community’s future.
The groundswell of engagement with the TBCA during the process and since the agreement shows there is a real need for the council and NAL to meaningfully engage with communities and stakeholder groups.
