The covid 19 pandemic does not mean that you can not apply for visa. The only problem is that you may face challenges if you want to travel now because of the travel restrictions but if you must leave, it can be arranged, I would just have to get you on an exempt list. Then you have to be prepared to pay for a chattered or private flight.
However, things have gotten back to nomal, a vaccine for the virus had been developed in Russia, local flights have resumed and international flights are not far behind.
