A significant meeting has taken place between President Joseph Nyuma Boakai, Managing
Director of the National Port Authority, Hon. Sekou A. M. Dukuly, and APM Terminals Vice President and Regional Managing Director for Africa and Europe, Igor van den Essen. The focus of the discussions was to strengthen long-term partnerships and explore investments in port infrastructure to support the Liberian economy.

During the meeting, Mr. van den Essen highlighted APM Terminals' commitment to fostering ‘local talents’ through workforce development. He underlines the importance of training, upskilling, and empowering the local workforce. A notable emphasis was the training of Liberia’s first Marine Pilot, Sam Jabbah, to handle vessels at the Freeport of Monrovia.

The discussions also centered on plans to increase investments to boost the port's capacity and establish it as the 'logistics hub' for the Mano River Basin. Mr. van den Essen stressed the importance of creating a strategic team comprising members from APM Terminals and the National Port Authority to develop a comprehensive Port Master Plan. This plan would align with the ARREST Agenda of the Government of Liberia and other future development strategies to ensure a coordinated approach to national growth.

Mr. van den Essen also commended Hon. Dukuly for his outstanding leadership and collaborative approach to managing the National Port Authority, stressing his cooperative commitment to fostering a strong partnership between the NPA and APM Terminals.

President Boakai expressed gratitude for the ongoing investments and improvements made by APM Terminals at the port since the beginning of the concession in 2011. However, President Boakai emphasized the importance of ensuring that the concession agreement aligns with the interests of the Liberian people. He also weighed on the need for accountability and integrity in the concession and laid plain the Government’s commitment to reviewing the agreement clauses to address any discrepancies.

President Boakai also underlined the continuous availability of rice, a staple commodity for Liberia, an idea that aligns with APM Terminals’ expansion plan, which includes developing a dedicated pier for discharging rice through further investments.

Mr. van den Essen reaffirmed the company's dedication to transparency and accountability in its operations with the National Port Authority, making clear the need for reviewing the existing concession agreement and focusing on long-term investments and sustainable development.

In conclusion, the Managing Director of APM Terminals Liberia, Mr. Clay Crain, highlighted the port’s capacity and potential for further growth, which could significantly enhance Liberia’s economic prospects.

This meeting marks a crucial step in strengthening the partnership between APM Terminals, the National Port Authority, and the Government of Liberia, paving the way for sustainable development and economic growth.

NPA Management Commences Capacity Building Training for Port Security Personnel

The National Port Authority (NPA) recently conducted a two-day capacity-building training session for over 36 personnel at the Freeport of Monrovia. This initiative aimed to enhance the duties and responsibilities of security officers within the port facility.

In his remarks, the Deputy Managing Director for Administration, Hon. James R. Benard, expressed his appreciation to the ISPS leadership for organizing the training program for port security personnel. He assured that the management’s support would continue and emphasized a commitment to providing further opportunities for the development of the NPA’s workforce. Hon. Benard urged all trainees to fully utilize the knowledge gained and apply it diligently in their professional duties.

For his part, the Deputy Managing Director for Operations, Hon. Emmanuel Holton, emphasized the importance of stringent access control procedures at the port. He highlighted the necessity of improving personnel capacity for effective port operations and reiterated his commitment to supporting the development of security measures, noting a recent inspection of the CCTV Room that underscored the need for better facility standards.

PFSO/CSC A. Famod A. Kanneh, in his introductory remarks, expressed gratitude to the DMD/A, DMD/O, and NPA management for their unwavering support in conducting the training. He also raised a request for essential equipment such as rain gear, helmets, and rain boots to improve operational effectiveness during the rainy season.

The training aimed to ensure the effective implementation of the port facility security plan, conduct regular drills, and equip personnel with the necessary knowledge and skills to prevent unauthorized access to restricted areas, treating any unauthorized entry as a potential threat.

The training session, which involved 36 trainees and was facilitated by Mr. O’Malley M.S. Lawrence and Mr. Otis V. Kah from Veteran Security Specialist Incorporated (VISSI), was a key step towards strengthening port security and operational readiness.

The National Port Authority (NPA) and its Board of Directors dissents Senate’s decision to grant outstation Ports autonomy status.

Recently, the Senate’s Committee on Public Corporation and Public Works, following an assessment, recommended that various ports including the Ports of Buchanan, Harper and Greenville be given autonomy.

The NPA Board sees the move by the Liberian Senate as premature and has the propensity to undermine the act of creating the National Port Authority of Liberia.

The board argues that the National Port Authority was established by an Act of the National Legislature in 1967 and amended in 1970 as a state-owned corporation to manage, plan, and build all public ports in Liberia.

The NPA Board said the Act creating the NPA gives it the authority to serve as a regulatory body, overseeing the operations of the Freeport of Monrovia, the Ports of Buchanan, Greenville, and Harper.

According to the board, the Senate's move to grant autonomy to outstation Ports categorically undermines and disregards the distinct roles and responsibilities of the National Port Authority to regulate and supervise all the ports.

Meanwhile, the NPA Board of Directors is calling on the Legislature to rescind its decision adding that decentralization can happen without necessarily granting autonomy to outstation Ports.

Restoration of Lighting Infrastructure Marks a Milestone at the Freeport of Monrovia

After a prolonged period of darkness, the National Port Authority, led by Hon. Sekou A.M. Dukuly, has successfully reinstated the lighting infrastructure at the Freeport of Monrovia, marking a significant milestone for the port. The restoration of lights comes after years of operating in suboptimal conditions due to the absence of adequate lighting, which has posed various challenges, including security and safety concerns.

This achievement is a direct result of the steadfast commitment to a comprehensive reform policy implemented by the current management of the Port. The primary objective of this initiative is to revitalize and modernize the port, thereby enhancing its capacity to deliver superior services to its valuable customers.

The recent restoration of lights is just one of the many forthcoming developments aimed at overhauling the operations of the Freeport of Monrovia and aligning them with the targeted reform goals and objectives of the port.

Mighty Foundation Christian School Students Visit the port facility in a bid to fulfill an industrial field trip.

The Student's visit fits within the Corporate Social Responsibility (CSR) of the National Port Authority which seeks to give back to the public through Community engagements.

The Students accompanied by a few Staff of the Mighty Foundation School were received by Mr. SEKOU B. KORLEH in proxy of Managing Director, Hon. Sekou A.M. Dukuly, and onward to the training hall to drill them through the Scope of operations of the Port.

They were taught through rigorous PowerPoint presentations by the Executive, Director for Governmental & International Affairs of the National Port Authority, Mr. Sekou B. Korleh, about the Administrative, Operational, and other Functions of the ports.

Amazed by the knowledge, experience, and frank exchanges, the students and Faculty Staff Commanded the Management of the National Port Authority for the opportunity accorded them to understand the importance of the port and its operation.

A Kakata Based non governmental organization ( Liberian Youth Network - LIYONET ) dubbed, St. Mark Preparatory College, on Friday, May 17, 2024, paid a sight seeing visit at the Freeport of Monrovia.

The Students' visit fits within the Social Corporate Responsibility of the National Port Authority and the School's mission which seeks to promote Children and Youth participation through sustainable development to become Responsible Citizens and good leaders.

The visiting Students were welcomed upon arrival at the Port's Facility by Deputy Managing Director for Administration, James Richard Bernard on behalf of Managing Director, Sekou A.M Dukuly.

They were later schooled through an insightful powerpoint presentation by Sekou Korleh, Executive, Director for Governmental & International Affairs of the National Port Authority about the Administrative, Operational and Managerial Functions of the Seaports of Liberia.

Excited by the knowledge, experience and frank exchanges, the students and Faculty thanked the Management of the National Port Authority and were also led on a guided tour to climax the occasion

SH VESA, an expedition Cruise Vessel calling with Tourist members on Monday, April 22, 2024, docked at the Free Port of Monrovia.

At least One hundred and twenty Tourists were on board the vessel with Liberia's main flagship dock being the first West African region for their visit.

NPA's Deputy Managing Director for Administration Hon. James Bernard, as a proxy of Managing Director Hon. Sakou Dukuly, along with Information, Cultural and Tourism Minister Jerolimek Piah, Monrovia City Mayor John Charuk Siafa and officials of APM Terminals Liberia Limited received in the Tourist Cruise Vessel.

The calling of Cruise Vessel signifies Free Port's Capacity and operational efficiency for the breathing and sailing of additional Vessels fortourist visitst to Liberia.

NPA identifies with kinjor violence victims, as the Deputy Managing Director for Operations calls for calm and prayers from the religious community.

The management of the National Port Authority (NPA) has donated assorted food items and cash to victims of a recent violent incident in Kinjor.

On Saturday 30th of March 2024, a delegation of the National Port Authority led by Deputy Managing Director for Operations, Mr. Emmanuel M. Horton and the Chief Imam of the Republic of Liberia Imam Ali Kryee, visited the affected communities to deliver hundred (100) bags of (25 kg) rice and two hundred thousand (200,000) Liberian Dollar to support families of the incident.

Speaking on behalf of the Managing Director, Hon. Sekou A.M. Dukuly, Mr. Horton said the donation was the NPA's way of identifying with the people as part of its Corporate Social responsibility.

"We are not here to judge who is right or wrong. We are here because Liberians are affected and it is our responsibility to always show our support for our country and people in our meager way" Mr. Horton noted.
For his part, Imam Ali Kryee thanked the aggrieved residents for giving peace a chance. He said the religious community was following the situation and will continue to work with the national government to ensure the people's needs are met.

He informed the gathering that he is in touch with the council of churches and collectively they will continue to sustain conversations with the government until the right things are done.

Accepting the donation from the NPA, the Chief Imam of Kingjor, Alhaji Shieck Hashim Golafaley appreciated the delegation for the kind gesture.

He called on all parties to the conflict to exercise restraints and cooperate with the national government in their investigation.
He noted that Liberia can only develop if there is peaceful coexistence among major stakeholders.

Also speaking, the head of the Protesters Morris Kiazolu said although they appreciate the donation made, they are still looking up to the national government for justice as relates to the death of the three people who allegedly lost their lives during the protest.

He noted that for peace to be sustained, the government has to intervene in the ill-treatment of employees at the mining site.
In closing, he thanked the NPA for coming to their aid in their time of dire need.
