SHEFFIELD COUNCIL INCREASES PRIVATE HIRE VEHICLE AGE LIMIT – DRIVERS SAY DECISION IS UNFAIR

Sheffield Council’s Waste & Streetscene Committee has approved an increase to the maximum age for first licensing a Private Hire Vehicle (PHV) to 6 years old, provided it has a Euro 6 TEMP-D engine. The decision, made in just five minutes during a meeting today (Friday, February 14, 2025), has sparked frustration among Sheffield’s private hire drivers.

TRADE CALLS IGNORED

Despite calls from the trade to allow Euro 6-compliant vehicles instead of restricting it to Euro 6 TEMP-D, councillors did not discuss or consider the request. The justification for this change was to keep vehicles in line with the Clean Air Zone (CAZ) requirements.

DRIVERS CLAIM SYSTEM IS UNFAIR

Sheffield-licensed private hire drivers argue they now face higher costs than those licensed in Wolverhampton, Barnsley, Chesterfield, Rotherham, and North East Derbyshire, who can:

✅ License a standard Euro 6 vehicle rather than TEMP-D
✅ Operate in Sheffield without paying CAZ charges
✅ Benefit from cheaper vehicle licenses, insurance, and driver licenses.

Furthermore, Sheffield’s Licensing Services enforce strict rules on local drivers and vehicles – but cannot check the legality or roadworthiness of out-of-area vehicles operating in the city.

Many in the industry believe this decision places Sheffield drivers at a disadvantage, forcing them to spend significantly more to operate under stricter regulations, while out-of-town drivers face fewer restrictions and costs.
