As the festive season approaches, we’d like to take a moment to express our heartfelt gratitude to all our clients and colleagues for a great year.

The new National Planning Policy Framework has just been published and will be effective immediately, impacting upon planning decisions for both live and upcoming planning applications.

It has set mandatory housing targets for Councils in excess of their current targets, the immediate effect of this is that as a result, the 'Tilted Balance' will apply to housing schemes put forward in those Local Authority areas without a 5 year land supply. This will mean that it will be easier to obtain planning permission for sites, but those sites still need to be suitable and in reasonable location, albeit many of them will be on land outside of existing settlement boundaries.

Greater emphasis is also given on brownfield and previously developed sites too, all of which means that there are now greater development opportunities for our clients – both existing and new.

At PPS, we support these changes. There is a significant shortage of homes to meet demand and a population increase to cater for. The further benefits of housing is to create employment through construction, materials and everyone associated to that process as well as to create wealth and bringing people to areas where they can support facilities and services. Many businesses need a boost and housing provision needs a boost, so we welcome the new NPPF and this will almost certainly result in lots of housing applications being approved.

We should also consider facilities and services that will be required and again the updated NPPF provides support for these vital infrastructure projects.

The Christmas celebrations are in full swing at PPS! This week has been packed with festive spirit, from attending the NCE Festive Drinks & Nibbles and the RTPI Young Planners End of Year Social to decking the office with Christmas decorations and gearing up for our Christmas party tonight. 🥂

📢 CLASS Q UPDATE – CALLING ALL OWNERS OF BUILDINGS ON AGRICULTURAL LAND - WHY NOW IS EASIER TO CONVERT YOUR BUILDINGS INTO HOMES. 📢

Check out the latest updates to permitted development rights, specifically under for converting agricultural buildings. These updates aim to simplify regulations and boost residential developments on agricultural land.

📌 From the 21st of May 2024, changes include:

• Allowing non-agricultural buildings to be converted, provided they were part of an established agricultural unit before 24th of July 2023, or became part of it afterward for at least 10 years before the development starts.

• Increasing the maximum number of dwellings per agricultural unit to 10.

• A maximum floorspace of 150sqm per dwelling and allowing a cumulative floorspace of up to 1,000sqm

• Permitting single-story rear extensions of up to 4 meters, given that the land was hard surfaced before 24th of July 2023.

• Must have a suitable existing access to a public highway
