EU customs changes – future-proofing your business

To conclude our series on how the EU is overhauling its customs regime, remember the changes coming in on 1 July are just the start; there is a clear roadmap ahead:

• 1 July 2026: The EU is introducing an interim €3 per unique item (HS code) flat customs duty on all eCommerce parcels valued under €150.
• November 2026: A new EU handling fee (expected to be around €2 per item or declaration) is likely to be added to the IOSS process.
• 2028: The temporary fees will end, and the EU will launch a new central Data Hub. From this point, the old €150 duty-free limit is gone forever, and normal customs duties will apply to everything.

Paying fees on all EU imports is the new normal. Dealing with these changing rules can feel overwhelming.

EU customs changes – remember, they start this July!

In the penultimate post in our series about the EU customs changes, which start from 1 July, we want to focus on one major detail you cannot afford to miss: the new €3 flat fee is charged per HS code, not per parcel.

This is a significant change for eCommerce retailers shipping to the EU.

If a customer orders a shirt, a jumper, and a hat, that single parcel contains three different types of goods, each carrying its own HS code. Instead of a €3 fee, you will be charged €9 on that one package – in other words, €3 per HS code.

Because the EU is linking this fee to the IOSS system, getting your product codes right is more important than ever. If you do not check your codes now, your European customers could face surprise fees and delivery delays – and if this happens, they may never shop with you again!

So please make sure you check your pricing and product codes before July arrives.

The EU customs shift: July changes are just the start. What’s next?

The new July 2026 duty is only the first step in a broader EU customs overhaul. Here is the roadmap every exporter needs to monitor:

• November 2026: A separate EU-wide customs handling fee (expected to be around €2 per parcel or declaration line) is likely to take effect. The collection mechanism is likely to be part of the IOSS process.

• 2028: The permanent system arrives. The EU plans to launch its centralised Customs Data Hub, permanently abolishing the €150 duty-free threshold in favour of standard, fully calculated tariffs.

So you need to be aware, the 2026 charges are temporary measures, but the shift towards total digitisation and duty application on all imports is the new normal.

Mandatory US Customs eFiling Requirements Effective July 8, 2026

If you export to the United States, the new eFiling requirements will affect you.

From 8 July 2026, the Consumer Product Safety Commission (CPSC) will introduce mandatory electronic filing requirements for products regulated under CPSC rules. From this date, Certificate of Compliance information must be submitted electronically at the time of entry into the US for any products subject to CPSC regulations. This is expected to apply to B2B, B2C and B2B2C shipments, regardless of shipment value.

What this means for retailers selling into the United States

Retailers are responsible for determining whether their products require either a General Certificate of Conformity (GCC) or a Children's Product Certificate (CPC). The CPSC has published a list of around 600 HTS codes that may be linked to regulated or higher-risk goods. Examples of products that may fall within scope include:

• Clothing and textiles subject to flammability requirements
• Toys
• Rugs and carpets
• Pacifiers
• Children’s furniture

Action Required to Remain Compliant

For products requiring a GCC or CPC, the CPSC Product Registry allows importers to pre-register certificate information before shipment. Once registered, three identifiers are generated:

1. Certifier ID - identifies the certifying company
2. Product ID - identifies the product or SKU
3. Certificate Version ID - links to testing and manufacturing details
4. Disclaimer

These identifiers are expected to be submitted at the time of entry into the US. When submitting your shipment data files, you must include these three new data elements. This ensures the required CPSC information can be passed to the customs broker during clearance.

It is possible to disclaim the CPSC requirement on certain products, despite their HTS code classification being within scope.

Why is this important?

Compliance with this new regulation is mandatory to prevent disruptions to your export supply chain. If the required information is not provided, shipments may be subject to customs delays, holds, inspections or additional documentation requests during or after clearance.

The upcoming EU customs duty which comes into force on 1 July 2026 isn’t just a simple ‘per package’ fee - the fee is applied per HS Code.

This is a critical distinction for eCommerce retailers. If your customer orders a shirt, a jumper, and a hat, then you need to know:

• That is three different tariff classifications.
• That results in a €9 charge on a single parcel.

Accurate tariff classification has never been more important.

Are you ready for the EU customs shift?

The way we send lower value parcels to the EU – the era of the de minimis - is changing. And if you export to the EU you need to be ready.

From 1 July 2026, the EU is introducing an interim €3 per unique item (HS Code), flat customs duty on all eCommerce parcels valued under €150.

Currently, goods under €150 are exempt from customs duties (though VAT still applies). This new rule acts as a temporary stopgap to manage the vast volume of duty-free small parcels entering the single market from outside the EU.
