في 23 مايو 2024، اعتمدت لجنة السلامة البحرية (MSC) التابعة للمنظمة البحرية الدولية (IMO) القرار MSC.560(108)، الذي أضاف متطلبات تدريبية جديدة بموجب مدونة STCW تتعلق بمكافحة العنف والتحرش والتنمر والتحرش الجنسي.
وقد وردت تفاصيل هذه التعديلات، التي ستدخل حيز التنفيذ في 1 يناير 2026، ضمن الجدول A-VI/1-4 الذي يحدد الحد الأدنى لمعايير الكفاءة في دورة السلامة الشخصية والمسؤوليات الاجتماعية (PSSR).
واستجابةً لذلك، بادر معهد السلامة البحرية (MSI) التابع للأكاديمية العربية للعلوم والتكنولوجيا والنقل البحري (AASTMT) إلى مواءمة منهج الدورة مع هذه التعديلات. وقد تم بالفعل اعتماد المنهج المعدل من قبل الإدارة البحرية المصرية، وأُدمجت المتطلبات الجديدة بالكامل في دورة السلامة الشخصية والمسؤوليات الاجتماعية المقدمة حالياً بالمعهد.
وفي الوقت الراهن، لا يوجد أي التزام قانوني بموجب اتفاقية STCW أو مدونتها يفرض إعادة تحديث أو إعادة حضور الدورة نتيجة لهذه التعديلات. ومع ذلك، يجوز لدولة علم السفينة أو الإدارات البحرية التابعة لها أو الشركات المشغّلة للسفن، وفقاً لتقديرها، أن تطلب من البحارة تحديث الدورة أو حضورها مجدداً لضمان الامتثال لمعايير الكفاءة الجديدة
On 23 May 2024, the Maritime Safety Committee (MSC) of the International Maritime Organization (IMO) adopted Resolution MSC.560(108), introducing additional training requirements under the STCW Code related to violence, harassment, bullying, and sexual harassment. These amendments, which will enter into force on 1 January 2026, are detailed in Table A-VI/1-4, specifying the minimum standards of competence in Personal Safety and Social Responsibilities (PSSR).
In response, the Maritime Safety Institute (MSI) of the Arab Academy for Science, Technology and Maritime Transport (AASTMT) promptly implemented these amendments. The revised syllabus has been endorsed by the Egyptian Maritime Administration and is now fully integrated into the PSSR training course.
At present, there is no legal requirement under the STCW Convention or Code mandating the revalidation or updating of existing PSSR certificates solely as a result of these amendments. However, individual flag States, maritime administrations, or shipping companies may, at their discretion, require seafarers to update or revalidate their PSSR training to ensure compliance with the newly introduced competence standards.
