Yes, a fully discharged lithium-ion battery can be damaged during storage.

When a battery is deeply discharged and left that way, its voltage can drop below a critical threshold. This can trigger chemical changes inside the cell, leading to capacity loss, increased internal resistance, or even making the battery unusable. In some cases, the battery may not accept a charge again.

For storage, it’s best to keep lithium-ion batteries partially charged – typically around 40–60% – and store them in a cool, dry place. This helps preserve their health and extends their lifespan.

Over the past year, Ports Australia’s Committees have worked closely with fire authorities, scientists, insurers and international partners to close knowledge gaps and better understand both the technical risks and real-world response challenges concerning the transport of lithium-ion batteries.

They are now reviewing existing national frameworks to develop practical guidance. Rather than prescribing how ports must manage these goods, the aim is to support ports in building strategies tailored to their own operations.

⚠️ Big updates on EU Battery regulation timelines and guidelines

Originally planned for 2026, the Due Diligence guidance has now been postponed to 18 August 2027 following the 2025 Omnibus IV proposal. This gives companies additional time to navigate complex supply chains and appoint third-party auditors.

That said, the European Commission is still expected to publish the Official Due Diligence Guidance in July 2026, clarifying how companies must map supply chains for key materials like cobalt, lithium, and nickel.

In parallel, Battery Pass Ready released its updated Data Attributes Longlist v1.3 in March 2026. The update reflects the latest developments in battery and digital product passport frameworks, including alignment with CEN/CENELEC JTC 24 drafts, integration of EU Battery Regulation implementing acts, and improved data structures based on industry feedback.

Are lithium batteries a challenge for ports? 🚢🔋

Rising demand for EVs and battery-powered devices is reshaping global transport, with ports facing increasing exposure to new and complex risks. Lithium-ion battery fires are widely recognised as a ‘low probability, high consequence’ threat, and once thermal runaway begins, incidents can escalate rapidly and are extremely difficult to control.

The focus is therefore shifting toward prevention and early detection. Shipping lines are introducing measures such as restricting second-hand EV shipments, controlling battery state of charge, and investing in advanced monitoring systems to detect changes in temperature or onboard conditions.

👉 While guidance for transport at sea is improving, there is still limited direction for ports and landside storage, leaving gaps in preparedness across the wider supply chain.
